The Victory Boulevard Bridge over Paradise Creek, also known as the Paradise Creek Bridge, was built in 1944. It is an eight-span concrete slab bridge that is approximately 270 feet in length. The bridge is part of VA Route 239 (Victory Boulevard) near the Southern Branch of the Elizabeth River. The facility is structurally deficient and has a sufficiency rating of 18.7 out of 100. As of August 14, 2025, The project is include in the City's 2026-2030 Capital Improvement Program (CIP) *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly.
