Please Note: this solicitation and all applicable attachments are restricted to INDEFINITE-DELIVERY/INDEFINITE QUANTITY (IDIQ) MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC) FOR LARGE GENERAL CONSTRUCTION PROJECTS PRIMARILY IN THE HAMPTON ROADS AREA OF RESPONSIBILITY (HR AOR), VIRGINIA ) MACC GROUP: ML-C00070 MACC holders (N4008521D0079-0086). The intended goal of the Restore Common Bathrooms and Staff Locker Rooms project is to produce a fresh modern look for the hospital while creating a clean hygienic facility. The approximately 96 existing common bathrooms and staff locker rooms on floors 1 through 5 are nearing the end of their useful life, including outdated floor and wall finishes, and are in need of renovations. Breakdowns are frequent, as well as floor and wall finishes are dated. Plumbing fixtures, ceiling diffusers and returns, as well as lighting throughout the hospital are original and plagued with failures and breakdowns. The Restore Common Bathroom and Staff Locker Room Repairs Project primarily involves the replacement of all finishes on floors, walls, ceilings, and associated accessories, FF&E, specialty items, fire alarm, fire suppression, plumbing, mechanical, and electrical. The renovations will occur in and around functioning spaces inside the fully occupied hospital building. The renovations must include replacement of all finishes as well as provision of additional privacy screening partitions at Toilet and Staff Locker Room entrances. Relocation of temporary relocatable infectious control partitions for phased construction must also be provided. The exterior of the existing building will remain unchanged. Project Overview Scope: Renovation of ~96 restrooms and staff locker rooms across 5 floors. Objective: Modernize facilities with updated finishes, fixtures, and systems while maintaining hospital operations. Estimated Budget: Above $10 million. Completion Time: 974 calendar days from task order award. Work Includes Replacement of finishes (floors, walls, ceilings). Upgrades to plumbing, mechanical, electrical, fire alarm/suppression systems. Installation of privacy screening partitions. Temporary infectious control partitions for phased construction. No changes to the building exterior. Important Dates Solicitation Issued: August 11, 2025 Site Visit: August 13, 2025 at 1:00 PM EDT PPI (Pre-Proposal Inquiry) Deadline: August 15, 2025 at 2:00 PM EDT Proposal Due Date: August 28, 2025 at 2:00 PM EDT Proposal Requirements Submission: Electronically via PIEE Solicitation Module (PDF format). Evaluation Criteria: Factor 1: Technical Solution (narrative, schedule, drawings). Factor 2: Past Performance (MACC history). Price: Lump sum, evaluated for fairness and reasonableness. Bid Guarantee: 20% of offer price or $3 million, whichever is less. Proposal Validity: 120 days. Additional Notes Liquidated Damages: $3,400/day for delays. Site Visit Requirements: Safety gear mandatory; only one visit scheduled. Security: Escort required for site access; attendee list due by August 12, 2025 at 2:00 PM EDT.
