New construction of a mixed-use development in Davie, Florida. Conceptual plans call for the construction of a fire / police facility.

Pursuant to Florida State Statute 287.055, Consultants Competitive Negotiation Act, The Town of Davie is seeking to engage the professional services of one qualified Architectural firm, as provided for in Florida State Statute Section 287.055 to design, prepare construction documents, coordinate engineering, permit, and provide construction administration services, for the design of the new Fire Station 68 and Field Operations Center (FOC). Responses will be publicly opened and firm names read aloud at Temporary Town Hall Building "D", located at 8800 SW 36th Street Davie, FL 33328, after the due date/time noted above. Members of the public may attend the opening virtually by phone or online. Question Submission Deadline: August 27, 2025, 5:00pm The scope of services include, but are not limited to, the following: Project Parameters Funding: Project will be funded by authorization of the Town Council of the Town of Davie. Schedule: The successful design team shall complete all phased services as described in the RFQ within a period of time to be determined by the complexity of each phase. Sustainable Architecture Guidelines and Specifications The Town is committed to the environment, the design should address sustainability. The successful design team will provide a range of sustainability design options including LEED certification. Phase I. Feasibility Study The feasibility study will include site evaluation and analysis to determine the suitability of the site for the proposed project to include a space study. Building code, zoning, engineering and landscaping regulations review will follow to ensure that the proposed project would comply with all applicable codes. Site and building programming will document the desired interior and exterior spaces and their uses. Phase II. Schematic Design Provide complete Schematic Design ("SD") services to include: Project coordination Conferences with staff, Town Council, and other required stakeholders Zoning compliance i.e. plat requirements Exterior and interior design of the building Meetings with Town regarding water and sanitary sewer utilities and storm water management plan requirements to meet the 25 year 3 day storm event design criteria Building Code analysis includes discussion with Town officials Diagram space requirements Site planning including entrance, parking lot, landscape design, etc. Site planning for traffic flow and road design/entrance and traffic circulation to include new traffic signal at the intersection of Flamingo Road and SW 26 Street to be coordinated with Town officials and any other agency having regulatory authority Collection of utility, soil, and survey data, as required Schematic design plans: Site plan Floor plans Elevations Interior elevation details Preliminary civil engineering Preliminary cost estimate: Estimate must be based on conceptual estimating techniques that are reliable enough to form the basis for subsequent design decisions If at any time the successful design team's estimate of the cost of the work exceeds the project funding, the successful design team shall make appropriate recommendations (Value Engineering) to the Town's project team to adjust project size, quality, or finishes Budget should be updated at the same time each additional design alternative is presented Design deliverables to comply with all applicable federal, state, and local building codes, statutes, regulations and requirements Presentation materials: two-dimensional and three-dimensional presentation materials may be required Phase III. Design Development Provide Final Design Development ("DD") Phase III Services based on the approved schematic design package Project coordination Conferences with staff, Town Council, and other required stakeholders Formulation of systems: (1) Civil (2) Structural (3) Mechanical (4) Electrical, including design services for telephone and data distribution systems. Selection of major building materials Provide full and complete selection of interior finish materials and furniture. Preparation of documents: Final site plan Elevations Floor plan Plans and descriptions of systems (structural, mechanical, and electrical) Interior elevations/millwork profiles Reflected ceiling plan Furniture selections and budgets Outline specifications including preliminary color and materials schedule. Coordination with civil, structural, mechanical, plumbing, electrical and landscaping consultants Final estimate of probable construction costs Coordination of budget costs for (FFE) items Detailed budget to be provided with the initial presentation for interior finishes and furniture which should be monitored and updated with changes that follow Coordination of kitchen/food and beverage equipment recommendations Presentation materials Phase IV. Construction Documents Project coordination. Conferences with staff, Town Council, and other required stakeholders Documentation of systems: Civil Structural Mechanical Electrical Specification of major building materials. Full and complete specification of interior finish materials, color selections and furniture. Preparation of construction documents, including but not limited to: Final site plan Exterior elevations Floor plans. Plans and descriptions of systems; structural, mechanical, and electrical Interior elevations/millwork profiles Reflected ceiling plans Coordination with civil, structural, mechanical, plumbing, and electrical consultants Final estimate of probable construction and FFE costs Drawings and written specifications for kitchen/food and beverage equipment Written architectural specifications/project manual Phase V. Bidding, Negotiating, Permits Conferences with staff, Town Council, and other required stakeholders Submit building permit applications to all regulatory agencies Address all permit application comments and receive approvals Bidding/proposal documents Answer all addenda during bidding process Analysis of alternates/substitutions Attend Pre-bid conference/site visit Bid evaluation and analysis Contract development Phase VI. Construction Administration Bi-Weekly construction meeting on site with the contractor, architect and owner's representative General administration of the contract for construction Review and approval of shop drawings Submittal services Site visitation On-site project representation Payment certification Administration of testing and inspection Supplemental documentation Administration of changes in the work Interpretations and decisions Project close-out Construction management Question Deadline 08/27/2025 at 5:00 PM ET
