A timeline for the award has not yet been established.** The City of St. Petersburg is seeking a qualified Contractor for installation of a new stormwater conveyance system along 7th Street North and 50th Avenue North in St. Petersburg, Florida. Major components include reinforced concrete pipe in varying sizes (18"-54"), and 8'x5' concrete box culvert to improve drainage capacity. The work also includes roadway and sidewalk reconstruction-new curbs, pavement, traffic signage, and striping--and the installation of pre-manufactured "Hydroplanter" systems for water quality treatment. All work must comply with applicable environmental and permitting requirements from the Southwest Florida Water Management District (SWFWMD), U.S. Army Corps of Engineers, and the Pinellas County Water and Navigation Control Authority. Restoration work will follow utility installation and must be performed in accordance with City of St. Petersburg standards. This project is funded by the City of St. Petersburg and the Southwest Florida Water Management District (SWFWMD) through its Cooperative Funding Initiative (CFI). Contractors must comply with the terms and conditions of Cooperative Funding Agreement No. 22CF0003690. A copy of the agreement is included in the bid documents. The project may also incorporate federal funding in the future, and as such, sample federal contract provisions are also included in the bid documents. If and when federal funding is applied to the project, the awarded contractor will be subject to compliance with any federal requirements stated in the grant agreement. Restoration work will follow utility installation and must be performed in accordance with City of St. Petersburg standards. This project is funded by the City of St. Petersburg and the Southwest Florida Water Management District (SWFWMD) through its Cooperative Funding Initiative (CFI). Contractors must comply with the terms and conditions of Cooperative Funding Agreement No. 22CF0003690. The City will award to one vendor by written notice to the lowest responsible and responsive Vendor. Bids will be unconditionally accepted without alteration or correction unless the Procurement Director permits the correction or withdrawal of inadvertently erroneous bids. Bids will be evaluated based on the requirements and specifications set forth in the scope. The following documents are required to be considered responsive: Complete Cost Proposal The Work consists of furnishing all labor, material, and equipment necessary for construction of the following approximate quantities: 150 linear feet of 18" RCP (reinforced concrete pipe); 190 linear feet of 24" RCP; 135 linear feet of 30" RCP; 355 linear feet of 36" RCP; 435 linear feet of 42" RCP; 50 linear feet of 48" RCP; 430 linear feet of 54" RCP; 1140 linear feet of 66" RCP; 156 linear feet of 5'x8' Box Culvert; 22 manholes; 4 manhole risers; 23 catch basins; 7 grate inlets, 216 linear feet of 8" sanitary sewer replacement; 6,645 square yards of residential roadway reconstruction; 3,480 linear feet of Type B curb; 45 linear feet of Type C curb; 1,090 linear feet of Type D curb, 13,225 square feet of 4" thick concrete sidewalk; 545 square yards of driveway restoration; 120 square yards of alleyway restoration; 11,800 square yards of sodding; maintenance of traffic; mobilization; erosion control; and clearing and grubbing. Refer to the Contract Specifications attachment for full details. The Contractor shall commence the Work within ten (10) calendar days after the City issues the Notice to Proceed. After issuance of the Notice to Proceed, the Contractor shall: Reach Substantial Completion of all Work within three hundred sixty five (365) calendar days, and Reach Final Completion within thirty (30) calendar days after the City's delivery of the punch list. The Bidder is hereby advised that the City will only accept bids from qualified Contractors who have successfully completed a minimum of three (3) projects in the five (5) years preceding the advertisement for this Solicitation, and whose project superintendent has also successfully completed a minimum of three (3) projects in the five (5) years preceding the advertisement for this Solicitation, in which each of the projects meet or exceed the following qualification requirements: All questions must be submitted via City's online sourcing system's Question & Answer feature no later than 12:00 pm on Deadline for Questions: September 23, 2025, 12:00pm Deadline for Question Response:September 30, 2025, 3:00pm Two (2) projects must include: Installation of large-diameter stormwater infrastructure (including RCP 36" or greater and/or box culverts). Associated roadway and sidewalk reconstruction within an urban/residential corridor. One (1) project must include: Construction of similar size and scope for a government agency Each of the three (3) projects must have a construction and/or renovation value in excess of $5,000,000 At a minimum, City shall provide and meet the following responsibilities: City shall provide a point of contact (City Project Manager) to administer the Agreement. City Project Manager shall assist with planning, strategy, and objectives prior to performance of the Work. City Project Manager shall promptly respond to issues and inquiries so as not to hinder the progress, completion, or compensation for the Work. The solicitation will be awarded based on the requirements outlined in the scope, the criteria or factors identified in the solicitation, and the standard for award for the solicitation. The City reserves the right to accept or reject any or all parts of the solicitation response, waive informalities, and request re-solicitations on the services or products outlined in the scope. The City reserves the right to award the Agreement on a split-order, lump-sum, or individual item basis, or such combination as shall best serve the interest of the City unless otherwise specified. Pursuant to Florida Statute sec. 287.05701, the City will not request documentation of a Vendor's social, political, or ideological interests, consider such interests, or give preference to a vendor based on such interests. The City reserves the right to disqualify Vendors before or after opening, upon evidence of collusion with intent to defraud or other illegal practices on the part of the Vendors.
