Renovation of a water / sewer project in Fort Myers, Florida. Conceptual plans call for the renovation of a water / sewer project.
The City of Fort Myers (City) requests submittals from interested and qualified Respondents to perform services related to the hardening and repair of 23 critical lift stations damaged by Hurricane Ian. The CITY also desires to install permanent back-up generators at 22 of these lift station sites. It is the intent of this scope to provide the CITY with flexibility to utilize either of the two grant programs for funding the project's construction. Therefore, the design shall incorporate all grant requirements identified for both the FEMA HMGP and FDEP Hurricane Storm water and Wastewater Assistance Grant Program. The City of Fort Myers (CITY) owns and operates two regional advanced wastewater treatment facilities (WWTF), the Central Advanced Wastewater Treatment Facility (CAWWTF) and South Advanced Wastewater Treatment Facility (SAWWTF). The facilities receive wastewater from a collection system that consists of 418-miles of pipe (260-miles of gravity mains and 158-miles of force mains) that range in diameter from 4-inches to 54-inches in diameter. Flow is conveyed through the force mains by 212 wastewater lift stations. The impact of Hurricane Ian in September 2022 caused extensive damage to the broader Lee County area, including damage to the lift station infrastructure and the electrical power system throughout the CITY. The resulting damages and loss of power left many of the CITY's wastewater lift stations inoperable due to various storm and flood impacts to both the mechanical and electrical components of the lift station infrastructure, including corrosion of control panels and gauges as well as physical damage to wet wells and piping. The lack of reliable back-up power generation also exacerbated loss of function issues during and following Hurricane Ian. It is of the utmost importance to the CITY to not only reconstruct, but also reinforce lift stations susceptible to future hurricane impacts. The CITY seeks to design improvements to harden 24 impacted lifts stations and install permanent emergency generators, while funding the cost of the projects through the Federal Emergency Management Agency's (FEMA's) Hazard Mitigation Grant Program (HMGP) or FDEP's Hurricane Stormwater and Wastewater Assistance Grant Program. The selected Consultant shall support the CITY to ensure compliance with both grant terms and conditions for the entire project. The Consultant will thoroughly review all essential documents and ensure that all funding obligations are fulfilled throughout the project. The Consultant shall provide all required reports and documentation and ensure compliance as required by the grant, including but not limited to, the provisions and requirements contained in this RFQ. Consultant will be given a chance to explain or provide additional information regarding these issues if applicable. This allows them to clarify any concerns and provide context. To demonstrate qualifications to perform the Work, each Consultant must be prepared to submit within five (5) days of City's request written evidence, such as financial data, previous experience, present commitments, and other such data as may be called for. Each Solicitation must contain evidence of the Respondent's qualifications to do business in the State of Florida, or covenant to obtain such qualification, prior to award of the contract. The Consultant will be required to maintain the Minimum Qualifications Requirements, as presented during selection, if selected and awarded the contract, during the term of the Contract and any contract renewals. In the event of any violation of the clause set forth in paragraph (1) of this section the Contractor and any subcontractors responsible therefor shall be liable for the unpaid wages and interest from the date of the underpayment. In addition, such Contractor and subcontractor shall be liable to the United States (in the case of work done under contract for the District of Columbia or a territory, to such District or to such territory), for liquidated damages. Such liquidated damages shall be computed with respect to each individual laborer or mechanic, including watchpersons and guards, employed in violation of the clause set forth in paragraph (1) of this section, in the sum of $32 for each calendar day on which such individual was required or permitted to work in excess of the standard workweek of forty hours without payment of the overtime wages required by the clause set forth in paragraph (1). Solicitation, Performance, and Payment Bonds and other instruments of security furnished by the Consultant and their Surety in accordance with the Contract Documents and in accordance with Florida Law.
