RSW Airport Mitigation Park Perimeter Fence, Vegetation, and Signage Repair and Replacement; Trail System Maintenance;and Site H Exotic and Nuisance Treatment Owen-Ames-Kimball Company, on behalf of the Lee County Port Authority is requesting bids from qualified individuals or firms authorized to do business in the State of Florida for maintenance work and the treatment of exotic and nuisance plant species for the Southwest Florida International Airport (SWFIA[JT1] [NT2] ) Mitigation Park Perimeter Fence, Vegetation, and Signage Repair and Replacement; Trail Maintenance; and Site H Exotic and Nuisance Treatment Project. A description of the work is as follows: Fence/Trails One-time maintenance of 7,417 Linear Feet (LF) of a pre-identified section of the perimeter fenceOne-time vegetation maintenance within a 15-foot strip along 44,469 LF of the perimeter fenceOne-time repair/replacement of 78 signs at pre-identified locations along the perimeter fenceOne-time maintenance of the 173,561 LF by 100-foot wide trail system Site H One-time exotic and nuisance species treatment (Treatment A 101.57 acres)One-time exotic and nuisance species treatment (Treatment B 281.69 acres)One-time mow (Treatment C 101.57 acres)One-time exotic and nuisance species treatment (Treatment D 101.57 acres) Addenda may be issued during the course of bidding. All addenda must be acknowledged by biddersfailure to do so may be cause for rejection of a bid. The Construction Manager reserves the right to reject any and all bids. Owen-Ames-Kimball Company and the Lee County Port Authority endeavor to maximize participation of Woman, Minority-owned Business Enterprises (W/MBE) and Disadvantaged Business Enterprises (DBE) in their projects. DBE and W/MBE companies are encouraged to respond to this notification. Nondiscrimination Clause: Pursuant to Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation-Effectuation of Title VI the Civil Rights Act of 1964; the Restoration Action of 1987, and the Florida Civil Rights Act of 1992, and as said Regulations may be amended, the Contractor/Consultant must assure that "no person in the United States shall on the basis of race, color, national origin, sex, creed or disability be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity," and in the selection and retention of subcontractors/subconsultants, including procurements of materials and leases of equipment. The contractor will not participate directly or indirectly in the discrimination prohibited by the Acts and the Regulations, including employment practices when the contract covers any activity, project, or program set forth in Appendix B of 49 CFR Part 21. General Civil Rights Clause: The Contractor agrees to comply with pertinent statute, Executive Orders and such rules as are promulgated to ensure that no person shall, on the grounds of race, creed, color, natural origin, sex, age, or disability be excluded from participating in any activity conducted with or benefiting from Federal assistance. It is the intent of the Board of Port Commissioners to establish an optional preference for local firms when facts and circumstances warrant that the Authority may grant such a preference. It is not the intent of the Board of Port Commissioners to prohibit, exclude, or discourage persons, firms, businesses, or corporations that are non-local from providing goods and services to the Authority as part of this bid process. All potential respondents, Authority staff, and the Airports Special Management Committee should be advised that the Board of Port Commissioners encourages award of contracts to local vendors, firms, consultants, contractors, and successful Bidders when possible to foster the economic growth of the local community. In an effort to achieve the goals outlined above, the Board of Port Commissioners may give preference to local contractors and vendors that submit pricing within three percent (3%) of the lowest responsive, responsible competitive bid or quote total price (base bid plus Authority selected alternates) in accordance with Lee County Ordinance No. 22-06, or as may be amended.
