The Bulloch County Board of Commissioners is accepting Sealed Bids from qualified contractors for the following building maintenance project: FY26-BLDMNT-BF01 Exterior Building Pressure Washing at Site #01) 115 North Main Street Bulloch County Administration, Site #02) 113 North Main Street Bulloch County Annex, and Site #03 20 Siebald Street Bulloch County Judicial Annex. The project consists of pressure washing and cleaning all vertical exterior walls in plain view and visible from adjacent streets, sidewalks, parking lots, or lawn areas. This project also consists of pressure washing and cleaning all exterior windows, doorways, soffits, eaves, columns, overhangs, porches, porch ceilings, breezeways, sidewalks, walkways, and courtyards. Bidders are encouraged to visit each of the project site locations to view the existing conditions prior to submitting a bid. The project shall commence immediately following issuance of the Notice to Proceed. The Contractor shall achieve Substantial Completion of the work and certification of same within 60 (sixty) consecutive calendar days after the date of the issuance of the Notice to Proceed and shall achieve Final Acceptance of the work within 75 (seventy-five) consecutive calendar days after the date of the issuance of the Notice to Proceed. Any addenda to this solicitation will be issued through the purchasing office, and it will be the sole responsibility of the bidder to periodically check the County's website for any addenda for this project. Failure to include a signed copy of any addenda issued for this project in the submitted package will result in the submitted bid not being considered for this project. TERMS AND TIME OF PAYMENT: The contractor shall receive payment within fifteen (15) calendar days of Bulloch County's receipt of an approved invoice for finished work. The County reserves the right to increase or decrease scope for all work awarded on this contract. Payment shall be based on the actual approved work performed, with no adjustment to the agreed upon unit price proposal. AWARD AND RESERVATIONS: It is understood and agreed that in consideration of the sum of One Dollar and No/100 ($1.00) cash in hand paid, receipt whereof is hereby acknowledged, the bidder agrees that this bid shall be an option, which is hereby given to the Purchaser to accept or reject this bid at any time within thirty (30) calendar days from the date on which it is opened and read. It is expressly covenanted and agreed that this bid is not subject to withdrawal by the bidder during the term of said option. AMOUNT OF BID GUARANTY: Bid bonds not required on this Invitation to Bid Local Buying Preference: Departments are encouraged to use local vendors whenever possible. However, the County cannot pay a much higher price to do so because there is an obligation to the taxpayers to use our financial resources wisely. For all purchases of $15,000 or more, if the quality, service, price, and other factors are substantially equal, then a local vendor whose bid is within 5% of the lowest bid may be given an opportunity to match the lowest bid. This policy shall be stated in all applicable solicitations but does not apply to public works construction projects or road projects. Bids may be disqualified for: a) receipt of the bid by the County past the stated deadline; b) any irregularities; c) unbalanced unit price or extensions; d) unbalanced value of any items; e) failure to complete proposal information correctly; or f) failure to comply with restrictions to contractors. If in the opinion of the Bulloch County Board of Commissioners, the contractor is not in a position to perform the contract, the bid may be disqualified. The County reserves the right to waive any minor informality or irregularities. The project consists of pressure washing and cleaning all vertical exterior walls in plain view and visible from adjacent streets, sidewalks, parking lots, or lawn areas. This project also consists of pressure washing and clean all exterior windows, doorways, soffits, eaves, columns, overhangs, porches, porch ceilings, breezeways, sidewalks, walkways, and courtyards. Bidders are encouraged to visit each of the project site locations to view the existing conditions prior submitting a bid (Refer to Attachments B & C). Event Bid Description: The Bulloch County Building and Facilities Manager will recommend the lowest responsive bid to the Board of Commissioners for final approval at their next subsequent regular meeting. No faxed or emailed bids will be accepted. Late submissions will be rejected. TERMS AND CONDITIONS OF PROCUREMENT BID IDENTIFICATION: The outside of the sealed envelope shall include the below wording: Bid #FY26-BLDMNT-BF01 Building Pressure Washing - 115 N. Main, 113 N. Main, 20 Siebald Bid Opening. Award will be made to the lowest responsive and responsible bidder whose bid meets the requirements and criteria set forth herein; provided, however, the County reserves the right to reject any or all bids and to waive technicalities and informalities in bids, and to accept, in whole or in part, such bid or bids that may be deemed in the best interest of the County. Bulloch County reserves the right to use or not use any alternate bid associated with this solicitation.
