The Coushatta Tribe of Louisiana (Tribe) with Federal assistance from the U.S. Indian Health Service (IHS) is soliciting proposals for professional services related to the National Environmental Policy Act (NEPA) review to prepare for future Federal assistance in the refurbishment and commissioning of an existing offline wastewater treatment plant (WWTP) on Tribal Trust Land. The existing WWTP, which was constructed in 2008 and never brought online, was constructed within the floodplain according to FEMA floodplain maps. Because of this, the Federal Emergency Management Agency (FEMA) 8-step decision-making process is required to be carried out to determine NEPA compliance of the proposed-action in relation to floodplains. Proposals are being solicited for completion of the 8-step decision-making process and related activities. The Indian Health Service (IHS) is assisting the Coushatta Tribe of Louisiana with this effort as the Project Engineer and Funding Agency.
