Site work and paving for a sidewalk / parking lot in Lancaster, Pennsylvania. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
Improvements include, but are not exclusive to, beginning at W. Roseville Road and proceeding northward, installing a small trailhead with amenities, eight (8) designated parking spaces, with new curb and sidewalk and a new ADA compliant asphalt trail that is 1,004 LF by 12' wide. The trail will cross Harrisburg Pike and tie into the existing 12' trail on land of Woodcrest Retirement Community and terminate at Shreiner Station Road near the covered bridge. There are amenities such as specialty concrete pads, concrete seating, benches, bike racks, Fix-It Station, trail gate and native landscaping. A Bid Bond or certified check for 10% of the total base bid payable to "Little Conestoga Creek Foundation" (Owner) shall accompany each proposal. Bid Bond will be forfeited in liquidated damages should the bidder default in execution of the contract within 180 days after the award of same. Bids may not be withdrawn within 60 days after bid opening. Owner reserves the right to waive irregularities in, or reject any and all bids. Failure to submit a Bid Guaranty; and if a Bid Bond is used as a Bid Guaranty, failure to submit a completed (all signatures and seals) Bid Bond Form will result in the rejection of the Bid Proposal as non-responsive. The Contract Documents specify the Pennsylvania Prevailing Wage Rate requirements for the Project in accordance with Act No. 442 - Session 1961. The Prevailing Wage Rates are attached to the Bidding Documents. The wage rates will also be posted in a conspicuous location, visible to all the contractors' employees. After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders. Bidders, subcontractors, their workers, and any persons providing labor and products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania. Contractors are encouraged to solicit bids from Minority-owned, Women-owned, and Disadvantaged business enterprises for subcontracted services. As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s) are required, to provide confirmation of compliance with Act 127 of 2012, the "Public Works Employment Verification Act". In accordance with the Pennsylvania Antibid-Rigging Act, 73 P.S. Section 1611 et seq., a Non-Collusion Affidavit must be submitted. If your response to the Bid opportunity contains a trade secret or confidential proprietary information, you must include with your response a separate signed written statement to that effect. Should your response become the subject of a Pennsylvania Right-to-Know Law request, you will be notified by the Owner to identify all trade secrets or confidential and proprietary information. The agency will then determine whether the claimed trade secret or confidential and proprietary information is subject to disclosure. Owner hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid.
