Question Deadline 10/13/2025 at 4:00 PM ET All bid clarification questions shall be submitted via Online Portal In general, the work under this contract consists of labor and materials necessary for the replacement of the existing baler with a new Excel EX63 baler with an Excel Model 4815 infeed conveyor. Removal of existing Excel EX62 Baler - to be relocated to another facility by City staff and used as a back-up. Removal must maintain existing baler in operating condition. One (1) New Excel Model EX63 Horizontal Baler - Including the following specifications: o Two (2) single stage cylinders: 6" bore x 74" stroke x 4" hard chrome rod o 34 gallon horse power limited, pressure compensated piston pump, 4,000 PSI rated o Baler to have a regenerative circuit for faster cycle time o 20 HP TEFC high efficiency 230-460 volt 3 phase motor o Hydraulic hoses: AQP or equivalent, rating on pressure hoses exceeds SAE IOOR2A o Hose fittings: O-Ring sealed with ORS fittings or equivalent o Directional valve to be high flow, soft shift design o 105 gallon oil reservoir, filter to be 10 micron micro glass media o UL approved NEMA 12 rated controls o Feed Opening - 35" L x 54" W (minimum) o Platen force 159,400 lbs. at 92 lbs. per square inch (minimum) o Operating pressure - 3,000 lbs. (minimum) o Dry Cycle time of 29 seconds or less - Short stroke cycle time of 21 seconds or less o Baler to have Hardox 400 wear liners that are welded to, not part of the floor o Platen to run on bolted in Nylatron wear strips for ease of replacement o Bale chamber penetration - within 4" of door and full bale ejection o Shear blade to be four sided and bolted in for ease of replacement o Automatic cycle start with photo eye o Top of ram designed to be uneven so that material is cut over 3" to aid in shearing o Full bale ejection before starting next bale without mechanical assistance o Baler unit to be 15' long x 6'5" wide o Baler to have minimum weight of 16,500 lbs o Baler to have 3/4 " steel floor plus 1/4 " Hardox 400 wear strips, 3/8" steel side walls o Baler to be sand blasted, primed, and have two coats of industrial grade acrylic enamel paint applied prior to assembly so that motors, hoses, serial number plates, etc are not coated with paint o Baler to include electrical disconnect, and one bundle of 12g x13 ft. baling wire and full oil reservoir with Mobil DTE 15 hydraulic oil or equivalent o Cylinders to have replaceable and greaseable Aluminum bronze bushing with seals at both ends for long wear and serviceability o Baler to have one year labor, two year part, three year structural warranty (defective welds) o Baler to have a hydraulic door latch o Baler door to have a safety interlock switch that will not only stop the main ram, but decompress the cylinders in the event the door is opened during normal operation which prevents operation of the machine unless the door is completely open or completely closed o Baler must have six self draining bolted on wire guides, to prevent rust and aid to serviceability o Successful bidder must demonstrate that a bale can be completely tied off in seven (7) minutes or less with a single operator. This must include inserting wire though guides and tying all six ties. o Bider must include a copy of the owner's/parts manual (to be emailed in PDF format) Oil Heater One (1) Excel Model 4815 Baler Infeed Conveyor - including the following: o 10 gauge, heavy duty frame construction o Lifting eyes on conveyor frame for ease of installation o Slotted conveyor bed construction for self cleaning under belt o Heavy duty, 2-ply rubber belt, 48" wide, 220# rated, with R2 lacing and 3" high vulcanized cleats on 40" centers o 52" wide belt path between side skirts o Full length belt flashing on both sides of belt to prevent material migration under belt o 30 degree conveyor incline o 10" diameter head and tail pulleys, including self-cleaning, winged tail pulley o Pit plates 3/8" thick, diamond back plate (pit conveyor only) o Drop in style pit hopper for easy removal (pit conveyor only) o Emergency stop controls o Baler hopper extension with safety interlocked access door and upper eye for start/stop of conveyor. System Delivery/Installation - including the following: o Freight to job site o Equipment off-loading and setting up the baler system o Start-up and testing of the baler o Training on baler operation and safety procedures o Running several bales of material to ensure the operator/operators are properly trained on baler loading, bale tie-off, and bale ejection Additional Requirements: o Baler to be manufactured and assembled in the United States o Replacement parts are always in stock o The ability to ship replacement parts within 24 hour The Project and contract are subject to certain requirements, including to make payment of certain minimum salaries and wages and compliance with the Steel Products Procurement Act and other applicable requirements of federal and state law. The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require.
