Site work and paving for a mixed-use development in Sayreville, New Jersey. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Document Notes : No refunds will be made. Proposals in the Contract Documents must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the work on the outside addressed to the Mayor and Borough Council, Borough of Sayreville, and must be accompanied by a Statement of Consent of Surety from a Surety Company authorized to do business in the State of New Jersey and acceptable to the Borough. The project generally consists of concrete, roadway paving / reconstruction and various types of utility improvements to Oak Street between Cross Avenue and NJ State Highway Routes 9 / 35 rights-of-way located within the Borough of Sayreville. The work involved with these improvements includes the maintenance / protection of traffic; cutting / removal of existing trees, installation of new street trees; excavation of test pits for utility upgrades; installation of approximately 825 lineal feet +/- of 12” / 15” diameter RCP Class V storm sewer pipe reaches; reconstruction of approximately 2 +/- existing storm sewer inlet structures of various types / sizes; construction of approximately 6 +/- new Type “C” Inlet structures; extending of existing roof leader drains to new curb and existing sump pump lines / roof leader drains to storm sewer structure; installation of approximately 1,300 lineal feet +/- of 16” cement lined DIP Class 52 water main including removal and disposal of existing 16” cast iron pipe; various size connections to existing water lines; installation of approximately 10 +/- new 8” / 16” MJ gate valves; installation of new fire hydrant assemblies; installation of approximately 30 +/- new 1” water service connections to proposed water line, temporary transfer of approximately 6 +/- of existing water services connected to existing 16” cast iron water main to existing 6” transite water main, where ordered; abandonment of existing water mains, valves and existing / temporary services; resetting of existing water main / hydrant valve boxes to grade; installation of concrete encasement around existing utility lines, where ordered; removal / replacement of approximately 7 +/- existing deteriorated sanitary sewer manhole castings including reconstruction of existing sanitary sewer manhole structures, where ordered; removal / replacement of existing 8” gravity sanitary sewer system with approximately 250 lineal feet ± of new 8” PVC SDR-35 pipe reach including maintenance of existing sewage flows, television inspection of removed / replaced sanitary sewer lines and removal / disposal of existing sanitary sewer lines; all connections to existing sewer lines; removal of approximately 1,900 lineal feet +/- of various types of existing concrete curbs; removal of approximately 5,700 square feet +/- of various types of concrete sidewalks, slabs, driveways and/or aprons; construction of approximately 2,000 lineal feet +/- of new standard Borough concrete curbs, approximately 4,200 square feet +/- of new standard Borough concrete sidewalks and approximately 1,400 square feet +/- of new standard Borough reinforced concrete driveways and/or aprons; furnishing / installation of cast-inplace handicapped sidewalk ramp delineation; restoration of hot mix asphalt driveways; cutting / removal of approximately 4,500 square yards +/- of existing roadway asphalt / reinforced concrete pavement; roadway milling of approximately 50 square yards +/- of existing asphalt pavement; installation of dense graded aggregate base course, if and where ordered; installation of approximately 1,750 tons +/- of hot mix asphalt base course material; resurfacing the entire roadway with approximately 600 tons +/- of hot mix asphalt surface and leveler course material; application of approximately 2,200 lineal feet +/- of traffic pavement stripes / markings (4” wide lines); application of fire hydrant pavement markings (symbols); furnishing / installation of topsoil and sod; Right-of-Way / Property restoration; and all other preparation, restoration and associated work in accordance with the Contract Documents. Each Bid must be accompanied by a certified check or cash in the amount of not less than ten (10%) percent of the Bid, but not more than $20,000.00 payable without any conditional endorsement as a guarantee that in case the Contract is awarded to the Bidder, he will within ten (10) days thereafter execute such contract and furnish satisfactorily performance bonds. Upon failure to do so he shall forfeit the deposit as liquidated damages and the acceptance of the Bid will be contingent upon the fulfillment of this requirement by the Bidder. No interest shall be allowed upon any such certified check or cash. A bid bond in the amount of ten (10%) percent of the Bid, but not more than $20,000.00, may be substituted for certified check or cash. Each Bid must also be accompanied by a certificate of Consent of Surety from a Bonding Company licensed to do business in the State of New Jersey and named in the current list of "Surety Companies Acceptable on Federal Bond", U.S. Treasury Department, guaranteeing that if the proposal of the Bidder be accepted they will furnish the bond set forth in Articles 2 and 5 of the General Conditions Section F of the Contract and the acceptance of the Bid will be contingent upon the fulfillment of this requirement. The Borough reserves the right to increase or decrease quantities specified in the manner designated in the Specifications. The Borough reserves the right to award this Contract based on funds available. All bidders are required to be registered with the New Jersey Department of Labor if they elect to bid public work projects. The bidder shall be required to comply with “The Public Works Contractor Registration Act” (P.L. 1999, C. 238), as identified in Section B – Instruction to Bidders Paragraph B3.14 and in the Appendix of these Specifications. All Contractors and Subcontractors working on prevailing wage projects, which have a public building component, must attach a certificate of registration from the Department of Labor, to all bids. All bidders are required to submit “Proof of Business Registration” to the contracting agency if they elect to bid public work projects. Proof of business registration shall be a copy of a Business Registration Certificate issued by the Department of the Treasury, Division of Revenue. The bidder shall be required to comply with business registration provisions of N.J.S.A. 52:32-44; P.L. 2004, C.57 (Chapter 57), as identified in Section B-Instruction to Bidders Paragraph B3.15 and in the Appendix of these specifications. All Contractors and Subcontractors working on public work projects must attach a Business Registration Certificate, to all bids. The successful Bidder shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. During the performance of this Contract, the Contractor agrees to comply with the requirements of P.L. 1975, c.127 (N.J.A.C. 17:27), as amended; all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.), as amended; and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safety. No Bidder may withdraw his Bid for a period of sixty (60) days after the date set for the opening thereof. The successful Bidder will be required to furnish a Surety Company Bond in the full amount of Contract price indemnifying the Borough of Sayreville, New Jersey for all proceedings suits or actions of any kind of description and conditional for the faithful performance of the work. All Bid security will be returned to all Bidders except the three apparent lowest Bidders within ten (10) working days after the opening of Bids, and to the three apparent lowest Bidders within three (3) working days after the successful Bidder has executed the Contract and his Contract security has been approved by the Borough. Prevailing wages established under the Davis-Bacon Act will apply to this Contract. The Contract Documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. The provisions of the Federal Government Department of Labor's current wage rate determinations and the State's Prevailing Wage Act are requirements of this project. The higher of the Federal or State Wage Rate and the higher of the Federal or State Fringe Benefit Rate shall prevail. The successful Bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. Bidders are advised that Department of Housing & Urban Development's Community Development Block Grant (CDBG) Funds are being utilized as matching funds and that compliance with the Federal Labor Standards and other requirements specified are necessary. The work to be performed under this Contract is under a project assisted program providing direct federal financial assistance from the Department of Housing and Urban Development (HUD) and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended 12 U.S.C. 1701u. Section 3 required that the greatest extent feasible, opportunities for training and employment be given to lower income residents of the project and contracts for work in connection with the project to be awarded to business concerns which are located in or owned in substantial part by persons residing in the area of the project. The Borough of Sayreville has set a goal of utilizing fifty (50) percent of local Contractors. This project is subject to Labor Standard Provisions and Federal Wage Decision No. NJ950003, through modification number 14, as contained in the Bidders Manual section of the Contract Specifications. The Borough reserves the right to reject any, or all Bids if in its opinion it is in the best interest to do so and to award the Contract for any and/or all items. No interpretation of the meaning of the Contract Drawings, Specifications or other Contract Documents made to any Bidder orally are binding in any way upon Owner or Engineer. Every request for such interpretation shall be in writing, addressed to the Engineer, at the address included in the advertisement and to be given consideration must be received no later than three (3) days prior to the date fixed for the opening of Bids Question Deadline 09/05/2025
