The City of Ashland is currently accepting written bids for the removal of all structures at 4748 Boyd Street, Ashland, KY 41101. All buildings and structures shall be torn down in accordance with the best practices of the trade; all local ordinances and regulations concerning such work; and the Kentucky Building Code. All fences, walls, sheds, garages, blacktop, foundation, and other encumbrances upon or within the lot shall be removed by the contractor as directed by the City of Ashland. Any resulting holes, excavations, or other hazards to the public shall be removed by the contractor, except as specified by the City of Ashland, before the work will be considered complete. Removal of such items shall be included in the lump sum bid for the demolition of the structure(s). The use of explosives to perform the work under this specification is strictly prohibited. Additionally, the City of Ashland assumes no responsibility for the condition of the existing buildings and structures. Asbestos survey and abatement, if necessary, will be completed by the City of Ashland prior to demolition. All property lines, fences, walls, or other items jointly-owned with the adjacent property owners shall remain in place unless otherwise directed. All walls, foundations, footings, supports, and masonry shall be removed to the surface elevation of adjoining ground unless otherwise specified by the City of Ashland. Concrete slabs, retaining walls, driveways, stairs, handrails, sidewalks (between street sidewalk and house), garages, outbuildings, sheds, carports, tires, tanks, pipe, wire, blacktop, etc. shall be removed unless otherwise specified by the City of Ashland. Basement walls abutting sidewalks, streets, and alleys may remain in place in order to prevent the undermining of the sidewalks, streets, and alleys. Basement or cellar floors shall be broken up sufficiently to permit proper drainage. Remaining basements shall be filled to the ground level with non combustible materials. Construction or fill shall not be started until the area has been inspected and approved by the City of Ashland or its authorized representative. Fill material shall be Dense Graded Aggregate (DGA) and shall be free from frost, stumps, trees, roots, and muck. Fill material shall not be placed on muddy or frozen ground and such fill shall be thoroughly compacted. Fill material in the top twelve (12) inches shall be of earth. The entire surface shall be brought to rough grade within a tolerance of three (3) inches, more or less, unless otherwise indicated by the City of Ashland. The entire site shall be left in a rake clean condition. The contractor shall enact erosion control measures, such as grass seed and straw, silt fence, etc., as deemed necessary by the City of Ashland's Department of Engineering. Hollow spaces under sidewalks shall be filled if exposed, and any openings or damage to sidewalks shall be replaced with concrete to City of Ashland specifications. When each building is in the process of being taken down, the immediate surrounding area shall be adequately protected by barricades and/or walk-through acceptable to the City inspector. All sidewalks adjacent to the demolition site shall be cleared of debris and maintained in a broom-swept condition during non-working hours. All excavations shall be backfilled with non-combustible materials and shall be thoroughly compacted. Prior to final inspections, the contractor shall remove all signs from the demolition area. It shall be the responsibility of the contractor to verify that utility service lines have been disconnected and, if necessary, shall arrange for any disconnection at the meters or supply lines and for the capping of such lines by the proper utility company. The contractor shall remove the water line to the service meter and the gas line to the property line. All sewer connections to the buildings being demolished shall be properly sealed in accordance with City procedures and under proper City inspection. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
