CMc services for the IPS Crispus Attucks Health & Wellness Center Expansion. Question Deadline 08/21/2025 at 4:00 PM ET Questions/Inquiries must be submitted via the online portal. IPS reserves all rights to extend or postpone the dates listed above without further advertisement. A summary scope of work: _ New Construction o Approximately 56,300 SF building addition to support health and wellness o Existing school CUP Mechanical Equipment Replacement (to support new addition and replace outdated equipment) o Atrium experimental graphics _ Site o Northwest parking lot expansion o Utilities to support new addition (early utility and site package) o All site work associated with the addition o South parking lot mill and resurface o Improving north vehicle entry o Improve sidewalks and walkability _ Renovation o Electrical infrastructure upgrades o Replace existing building BMS and Control system upgrade/replacement o Replace motorized bleachers in the existing gymnasium o Renovate existing Health Science and Computer Academy classrooms Schedule _ Schematic Designs (SDs) - October-November 2025 _ Development Designs (DDs) - December 2025-February 2026 _ Construction Designs (CDs) - February-June 2026 _ Bid/Award - Phase I Construction - February-March 2026 _ Bid/Award - Phase II Construction - August-September 2026 _ Regional Center Approval - January-May 2026 _ Permitting Phase I Construction - December 2025-February 2026 _ Permitting Phase II Construction - May-September 2026 _ Construction Phase I - Early utilities & Site Preparations - May-July 2026 _ Construction Phase II - Renovation, Building Expansion & Parking Lot - October 2026-October 2028 The district is seeking to contract with one CMc vendor or team to provide comprehensive CMc services to successfully deliver the following project. CMc services include, but are not limited to, the following: _ Services as identified in the attached IPS Modified AIA Document A133 - 2019 (Attachment 1). _ All CMc responsibilities identified in IC-5-32 _ Consultation, collaboration, and coordination with all design team, IPS team members and their Owner's Representative, J.S. Held, who is responsible for overall Owner representation and coordination, including but not limited to IPS Schools, Facilities Maintenance Division, Finance, Legal, Procurement, etc. _ Work with the Owner to ensure that every effort is made to not overtly cause disruptions due to construction traffic, noise, site work and other construction issues. This includes local and public outreach / communications. _ Utilize IPS's XBE and workforce reporting forms with each invoice/pay application submission. _ Preconstruction phase services o Coordinate with the Architect/Engineer and the owner team. o Evaluate proposed systems and construction materials and methods o Establish a detailed construction phasing schedule, referencing school activities that will affect construction. o Identify project risks and develop mitigation strategies, including but not limited to costs, material availability, phasing, supply chain, etc. o Create a construction logistics plan for site utilization. o Develop and update construction cost estimates at each design phase (Schematic, Design Development, Construction Documents. If costs exceed Owner budget, work with the design and owner team to identify cost saving measures to achieve the budget. o Analyze first tier subcontractor opportunities and prequalify in compliance with IC-5-32 and applicable IPS policies and administrative guidelines for construction projects. o Work with IPS and the AE to create standard front-end specifications, utilizing IPS standard as the starting point. o Identify all permits required to ensure construction projects begin and complete on time. Coordinate with the AE and Owner, as required. o Collaborate with Black Onyx Management in conjunction with the Winston/Terrell Group for pre-bid events and meetings with potential bidders prior to construction bid releases. o Identify proposed self-performance work under applicable contract award standard, approved by the district and not to exceed twenty percent (20%) of the total value of the project. For all self-performance work, provide a competitive bidding process with other subcontractors to ensure IPS achieves the lowest most responsive bid in the respective category. _ CMc services do not include procuring architectural and engineering design services.
