**As of September 3 , 2025 , This project has been awarded to CW Matthews, with the awarded amount of $1,476,684.87..** This is an invitation to submit a bid to Lamar County for the 2025 LMIG-TSPLOST Project (including Howard Road, Piedmont Road and Zebulon Road) as indicated herein. This project will be funded with 2025 LMIG and TSPLOST funds. Construction includes work at 3 separate locations as outlined in different plan sets, Asphalt Patching and Resurfacing on Howard Road (1.18 mi), Piedmont Road (5.28 mi) and Zebulon Road (2.87 mi) within Lamar County. All work shall conform to the Georgia Department of Transportations (GDOT) Standard Specifications Construction of Transportation Systems, Current Edition; GDOTs Supplemental Specifications Construction of Transportation Systems, Current Edition; and all applicable GDOT Standards and Details; and other contract requirements, specifications and general conditions. Request for Bid Documents and any questions regarding the project or to schedule an appointment to pick-up plans at the County's office should be emailed simultaneously to mark.shuman@exp.com, ritchie.swindell@exp.com, daniel.chastain@exp.com, and stownsend@lamarcountyga.com (Questions must be received no later than 5:00 p.m. on Friday, August 1, 2025). Additional addendums may be issued during the proposal period. Any questions and /or misunderstandings that may arise from this invitation shall be submitted in writing at least 10 days prior to the bid opening. The County will not respond to any questions received within 72 hours prior to the bid opening. Answers to questions submitted that materially change the conditions and specifications of this invitation for bid will be promulgated to all addressees as an addendum. Any discussions or documents will be considered non-binding unless incorporated and promulgated in an addendum. Lamar County reserves the right to waive any and all technicalities and informalities, reject any or all bids, and make the award in the best interest of the County. The work to be performed under this contract consists of asphalt patching & resurfacing on Howard Road (1.18 mi), asphalt patching & resurfacing on Piedmont Road (5.28 mi) and asphalt patching and resurfacing on Zebulon Road (2.87 mi). The project includes general requirements such as traffic control, shoulder clipping, sweeping, tack and striping. All work and material shall be in accordance with the Technical Specifications and the construction drawings. 3. Site Examination: The Bidder is advised to examine the location of the work and to inform themself fully as to its conditions; the conformation of the ground; the character, quality and quantity of the products needed preliminary to and during the prosecution of the work; the general and local conditions and all other matters which can in any way affect the work to be done under the Contract. Failure to examine the site will not relieve the successful bidder of their obligation to furnish all products and labor necessary to carry out the provisions of this contract. The Bidder shall notify the Owner of the date and time he/she proposes to examine the location of the work. The Bidder shall confine their examination to the specific areas designated for the proposed construction, including easements and public rights of way. The Bidder is solely responsible for any damages caused by his/her examination of the site. Bid and Contract Security: Each Proposal must be accompanied by a bid bond for an amount equal to at least five percent (5%) of the bid amount. If for any reason whatsoever the Bidder withdraws from the competition after opening the bids, or if he/she refuses to execute the Contract, the Owner will proceed on the Bid Bond. The Surety of the Bid Bond, Performance Bond, and Payment Bond shall be a surety company authorized to do business in the State of Georgia, shall be listed in the Department of the Treasury Circular 570, and shall have an underwriting limitation in excess of 100% of the bid amount. The Bonds and Surety shall be subject to approval by the Attorney for the Owner. Attorneys-in-fact who sign bid bonds or contract bonds must file with each bond a certified and effectively dated copy of their power of attorney. Contract Time: Contract time shall consist of One Hundred Eighty (180) consecutive calendar days for the completion of work, to be computed from the date of the Notice to Proceed. Liquidated damages shall be assessed at $300 per day.
