The Ontario Plan 2050 outlines the City's priorities for executing this vision. Over the next 30 years, the City anticipates dynamic growth, particularly in the Ontario Ranch area, south of Riverside Drive (Figure 1). By 2050, the City projects a city-wide residential population of over 400,000 people. The City of Ontario seeks to enhance its water supply portfolio for sustainability and resiliency, particularly in response to continued or future droughts, and anticipated increases in water demand from the Ontario Ranch development. The selected Consultant shall prepare a Water Resources Optimization Plan for the City's water supply portfolio by: o Evaluating existing water sources to optimize their use. o Evaluating interagency agreements for enhanced business solutions. o Assessing the current health of the City's water assets. o Researching alternative water supplies to provide security, diversification, and flexibility. The selected Consultant shall perform the following services, including but not limited to: o Industry-leading expert analyses. o Develop cost estimates for alternative water sources. o Recommend integration strategies for the City's existing water systems. o Prepare a comprehensive written report. Award of contract will be made by City Council. This solicitation is a Request for Proposal (RFP), typically subject to negotiation, and as such award is based on multiple criteria of which price is only one element in the City's best value determination. The RFP solicitation usually requires a Response File rather than line item pricing; therefore, a bid tabulation will not be available. Information regarding proposals is publicly available upon submission of a Public Records Request following award. The City has established a local preference to vendors located within the City limits of Ontario a 2% advantage in the City's determination of low bid, and a 1% advantage of vendors outside the City but within the County of San Bernardino.
