The project consists of construction of a new concrete and HDPE pipestorm sewer network, installation of curb inlets, junction boxes, layingof asphalt, and other miscellaneous items as described in the plansand specifications. Each bid shall be accompanied by a certified check or bank draftmade payable to the City of Russellville or an acceptable bid bond foran amount not less than 5% of the total bid. The City of Russellville reserves the right to rejectany or all bids, to waive any formalities, and to accept the proposaldeemed to be for their best interest. Each bid must be submitted on the prescribed form (Proposal). All blank spaces must be filled in legibly with ink. All blank spaces for bid prices on the Proposal must be filled with figures only. Erasures or other corrections on the Proposal form shall be initialed by the signer of the bid. All bids must be signed in ink by an individual authorized to bind the Bidder. All bids must be regular in every respect and no interlineations, excisions or special conditions shall be made or included in the Proposal by the Bidder. There must be a bid on all items, which may appear on the Proposal. No bid will be considered which covers only a part of the work. A conditional bid will not be considered. The bid form and Proposal shall not be detached, but shall be submitted in the original binding as furnished by the Engineer. Submission must be at the place, and at or prior to the time specified in the Advertisement for Bid Question Deadline 09/01/2025 No oral interpretation will be made to any Bidder as to the meaning of the Contract Documents or any part thereof. Every request for such an interpretation shall be made in writing to the City of Russellville, 203 South Commerce, Russellville, Arkansas 72801. Any inquiry received 48 hours prior to the opening of bids will be given consideration. E Every interpretation made to a Bidder will be in the form of an Addendum to the contract Documents, and when issued, will be on file in the office of the Engineer at least twenty-four (24) hours before bids are opened. In addition, all Addenda will be mailed to each person holding Contract Documents, but it shall be the Bidder's responsibility to make inquiry as to the Addenda issued. All such Addenda shall become part of the Contract and all Bidders shall be bound by such Addenda, whether or not received by the Bidders.
