The intent of this Request for Proposal (RFP) is to James City County is seeking proposals to provide a prefabricated restroom facility. The facility will be a factory-built, fully finished restroom building, delivered and set in place on a prepared site provided by the County and delivered no later than September 29, 2026. In addition, the CRP Restroom must meet the specifications listed below. In addition, the CRP Restroom must meet the specifications listed below. Specifications: 1. Provide James City County Parks and Recreation with a prefabricated, fully finished, ADA-compliant restroom building. 2. Layout will include two (2) single-occupancy unisex restrooms, for a total of two (2) toilets and two (2) sinks, and an exterior water fountain w/bottle filler. 3. Building design will include durable, low-maintenance materials appropriate for a public park setting. 4. Building will include custodial closet with a mop sink. 5. Building design will accommodate standard County dispensers (toilet paper, paper towels, etc.) 6. Provide the County with all pre-delivery requirements and site preparation specific to this location. 7. Transport the restroom facility to the designated project site. 8. Coordinate with the County on delivery timing and site access requirements. 9. Set the building on a site prepared by the County. Site will be prepared (grading, foundation, stub-up utilities) by others prior to delivery. 10. Install internal plumbing and electrical systems within the building. 11. County shall provide utility connections (electric, water, septic) to the building footprint. 12. Vendor shall provide shop drawings, conceptual and/or site plan submittals, and construction documents as required for permitting. 13. Vendor shall provide a minimum one-year warranty on workmanship and materials, with extended warranties for structural components preferred. 14. Vendor shall manage on-site installation. 15. Installer and Contractor shall be Class "A" Contractors and shall provide copies of current licenses with proposal. 16. Installer and Contractors shall provide copy verifying Certificate of Insurance with proposal. 17. The installer shall provide verification that they are factory-trained in installing proposed equipment. 18. The proposal meets or exceeds all the requirements and expectations defined in the RFP and the Statement of needs. 19. Successful proposer has all the available resources to meet all the requirements, such as personnel, experience and expertise as described in the RFP to successfully complete the job. 20. Successful proposer shall meet deadlines imposed by the County. 21. Successful proposer shall comply with any applicable local, state and federal guidelines. 22. Successful proposer shall provide comprehensive warranty information and maintenance information/kit. 23. Coordination and cooperation by the Contractor of this project with separate Contract work may be required.
