The City of Chilliwack (City) is seeking Expressions of Interest (EIs) from qualified Proponents to develop, design and construct the "Digester # 4 Construction Project" (the "Project"). The purpose of this Request for Expressions of Interest (RFEI) is to solicit submissions from Proponents having expertise in Wastewater Treatment Plant (WWTP) infrastructure engineering and construction, and an understanding of infrastructure upgrade impacts on the existing WWTP operations. The City of Chilliwack is seeking Expressions of Interest from qualified Proponents to develop, design and construct the Digester # 4 Construction Project. The objective of this project is to facilitate receiving of organic pulp from a third party and increase the digestion capacity at the WWTP. The Work shall include, but not be limited to, the following: At the WWTP An Organics Pulp Receiving System at the WWTP, including a Receiving Tank and a pump building to house associated pumps, and ancillary electrical equipment to pump organic pulp into Digesters for belnding with co-thickened sludge. New Digester 4, including digester configuration and interconnections, sludge blending and feed system (splitting equally between Digesters 3 and 4), access, emergency overflow and rapid volume expansion, digester heating, digester mixing, biogas collection/conveyance/safety equipment/flaring, and digested sludge withdrawal system. No new odour control provisions will be included. This will include required geotechnical, civil, architectural, structural, mechanical, electrical & instrumentation works. General The Works shall be carried out within the existing WWTP property and/or statutory right of way. Disruption to adjacent properties and the WWTP suppliers and sub-contractors during construction should be minimized.
