Contamination associated with the open dump activities may pose a potential threat to the soil and groundwater, including the potable water-supply aquifer, as well as wetlands, nearby streams, creeks, and other surface water bodies. Contaminants from the waste can migrate and impact water bodies through various means of conveyance such as infiltrating the soils, transporting along the surface as runoff (from rain or snowmelt), via erosion as well as other natural and artificial means of transport. The purpose of the project is to (1) further evaluate the designated areas and ascertain whether a contaminant release from the waste has occurred, (2) cleanup of sites for residential purposes. The Contractor shall commence this work as soon as possible upon receipt of NOTICE TO PROCEED (anticipated around September 2025). Work should be completed as soon as possible, but prior to winter. The contractor retained for the Department's Project will be required to complete and deliver the following for the areas of concern, located within the Red Cliff Reservation boundaries: Services: 1) Work with the Department's Environmental Director to secure any tribal permits for excavation activities and site visits. 2) Cleanup of waste and demo/remove structures on sites of concern.
