The City of St. Petersburg is seeking responses from qualified vendors to provide 200 linear feet of configurable mobile Police training structure panels. The structure should be easily movable and assembled, with walls, both left handed and right handed door opening, breach-able window openings and must be reconfigurable. To enhance the realism and flexibility of our Police Training, the city of St. Petersburg Police Department is looking for a mobile training structure that allows us to create a variety of rooms and building layouts on demand. Permanent structures limit training and can become repetitive. We are seeking a non-permanent system that can be assembled and disassembled without tools, subcontractors, or specialized labor. The proposed system shall include training on how to perform the setup of the mobile structures. The walls must be reconfigurable, allowing the training environment to experience different scenarios for the officers. These walls must be durable, sturdy, and allow for safe movement throughout the rooms. The walls should be portable where no more than a two-person team can easily carry, setup, disassemble and store the walls. The mobile structure should also include left and right-handed doors, breach able windows, with brackets that merge corners and wall panels effortlessly. Throughout the year we are faced with trying to find a location to conduct various trainings such as active assailant, building searches, or simple scenario-based training for police officers. We often must base our schedule on the availability of outside resources. We are seeking an option that will allow us to transform our open spaces into a practical training site. We are seeking something that can be easily setup and reconfigured in a matter of hours. An option that has sturdy walls with potentially metal plug and play brackets would be ideal for us. The City reserves the right to disqualify Vendors before or after opening, upon evidence of collusion with intent to defraud or other illegal practices on the part of the Vendors. Vendors must comply with all the terms of the solicitation, all applicable provisions of the City of St. Petersburg City Code, and all applicable federal and state laws. The City may reject any solicitation response that does not comply with all material and substantive terms, conditions, and performance requirements of the solicitation. The City may waive minor informalities that (i) do not affect responsiveness; (ii) are merely matter of form or format; (iii) do not change the relative standing or otherwise prejudice other vendors; (iv) do not change the meaning or scope of the solicitation; (v) are trivial, negligible or immaterial in nature; (v) do not effect a material change in the work; or (vi) do not constitute a substantial exclusion or modification of a requirement or provision in the solicitation.
