Site work, paving and renovation of a mixed-use development in Pensacola, Florida. Conceptual plans call for the renovation of a stadium; for site work for a stadium; playground / park / athletic field; playground / park / athletic field; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

The Escambia County Parks and Recreation Department is seeking professional design services for the John R Jones Stadium Complex upgrades. The intent is to convert 21 athletic fields to synthetic turf on the existing footprint of the facility. Additional design services will be needed for infrastructure upgrades (ie. drainage, internal traffic flow, building renovations, parking). Coordination, Data Collection & Concept Plan Question Deadline 09/10/2025 at 3:00 PM CT Provide a project schedule for design, procurement, and construction that considers seasonal sport demands. For Phase I this would include a target of 90 days from notice to proceed to deliverable. (30% construction plans, land clearing permit & cost estimate) Meet with Parks staff for input of maintenance and historical complaints; coordinate with the Parks Construction Manager for any on-site improvements, existing drainage calculations, construction plans, geotechnical reports, internal utility connections, previous SUE (Subsurface Underground Engineering) etc... for the project area. Provide Geotechnical Reporting necessary for design. Coordinate with the County Surveyor for any existing survey data for the project (specific purpose surveys and legal descriptions) and the consultant shall collect topographic survey as required for the project limits. Prepare an overall site concept plan including proposed drainage improvements, conveyance systems, stormwater storage, parking improvements, landscaping, proposed and existing buildings to remain as well as any items necessary to satisfy the requirements of the pre-application process with the Escambia County Development Review Committee (DRC) Confirm likelihood of repurposing building on-site and provide structural design to upgrades. Deliverables: Provide concepts and stakeholder engagement as indicated in the Summary, provide 30% construction plans, preliminary estimate of construction cost that also includes ancillary building demolition and renovation. It is the intention of the Parks department to verify feasibility and timeline to completion of the project at this site. The County reserves the sole right to reject any proposal received that is not in the format required. The County also reserves the right to request the substitution of any personnel as the County deems necessary. Escambia County specifically reserves the right to reject any conditional or incomplete proposal. The County reserves the right to add or delete any item from this solicitation or resulting contract when deemed to be in the County's best interest. he County reserves the right to award the proposal to the respondent submitting a responsive proposal with a resulting negotiated agreement which is most advantageous and in the best interest of the County, and to reject any and all proposals or to waive any irregularity or technicality in proposals received. Escambia County reserves its right to reject any or all Proposals, including without limitation nonconforming, nonresponsive, unbalanced, or conditional Proposals. The County further reserves the right to reject the Proposal of any Respondent whom it finds after reasonable inquiry and evaluation to not be responsible. In evaluating Respondents, the County may consider the qualifications of Respondents and may consider the qualifications and experience of Subcontractors, Suppliers, and other individuals or entities proposed for those portions of the Work for which the identity of Subcontractors, Suppliers, and other individuals or entities must be submitted as a part of the Proposal. Escambia County reserves the right to waive any informalities or reject any and all submissions, in whole or part, to utilize any applicable state contracts in lieu of or in addition to this solicitation, and to accept the proposal that in its judgment will best serve the interest of the County. The method of Contractor Selection has not been Determined at this time.
