Brazoria County is soliciting Competitive Sealed Proposals (CSP) from qualified contractors for the removal of an existing railroad flat car bridge and construction of a new prefabricated steel bridge at the same location within Riverside County Park. The project includes demolition, site development, foundation construction, bridge installation, erosion control, and full site restoration in accordance with the project plans and specifications. Sealed Hard Copy or Electronic offers shall be received no later than the due date and time above. SCOPE A) General Description 1) Brazoria County is soliciting Competitive Sealed Proposals (CSP) from qualified contractors for the removal of an existing railroad flat car bridge and construction of a new prefabricated steel bridge at the same location within Riverside County Park. The project includes demolition, site development, foundation construction, bridge installation, erosion control, and full site restoration in accordance with the project plans and specifications. B) Project Background and Intent 1) The current bridge structure spans an active creek and is comprised of a deteriorated flat car measuring approximately 50 feet in length and 14 feet in width. The structure can no longer safely accommodate vehicular traffic and is to be replaced with a 56-foot long, 22-foot 6-inch-wide prefabricated steel bridge designed to span the full creek channel. The new bridge will provide improved structural integrity and public safety while minimizing environmental impacts. C) Contractor Responsibilities 1) The awarded contractor shall furnish all labor, supervision, tools, materials, equipment, permits, and incidentals necessary to complete the work. Key elements of the work include, but are not limited to: (a) Site Familiarization (i) Contractor shall visit the site prior to submitting a proposal to verify site conditions, access points, and environmental constraints. (ii) It is the Contractor's responsibility to fully assess site conditions and anticipate means and methods necessary to execute the work safely and effectively. (b) Demolition and Removal (i) Remove the existing flat car bridge and associated foundation components in their entirety. (ii) Place protective tarps beneath the bridge structure during demolition to prevent construction debris from entering the creek. (iii) Remove and haul all demolished material and rubble to a legally permitted off-site disposal facility. (iv) Excavate existing bridge fill material and temporarily stockpile it in the designated adjacent staging area. (v) Preserve significant trees onsite; however, selective clearing of small brush and vegetation may be required. (vi) No creek flow bypass is required; however, the contractor must not place any material in the creek that may impede or negatively affect flow capacity. (c) New Bridge Construction (i) Construct two new lateral foundation systems on either side of the creek to support the new bridge. (ii) Install pile foundations and pile caps to support the new structure in accordance with the engineering drawings. (iii) Construct structural concrete abutments designed to accommodate vehicular loads and maintain proper approach geometry. (iv) Grade the creek banks and install specified rip-rap for bank protection to prevent erosion and ensure long-term stability. (v) Assemble the 56-foot long x 22-foot 6-inch wide prefabricated steel bridge (provided by contractor) on-site and install using crane or equivalent heavy equipment. (vi) The bridge shall be constructed of self-weathering and atmospheric corrosion-resistant structural steel (similar to Corten). (vii)All bridge fasteners and bar grating shall be Hot Dipped Galvanized (HDG), per specifications in Drawing S0.1. (d) Approach and Roadway Work (i) Grade new approaches to ensure proper turning radius, slope, and elevation alignment with the new bridge. (ii) Place and compact backfill material (using stockpiled and/or imported suitable soil as necessary) to restore the banks and prepare subgrade for approach slabs. (iii) Construct new concrete approach slabs at both ends of the bridge in accordance with geotechnical and structural requirements. (e) Site Development and Access (i) Contractor shall develop and maintain site access and construction zones to accommodate equipment and deliveries. (ii) Temporary access roads, laydown areas, and crane pads must be constructed in a manner that minimizes disturbance and environmental impact. (iii) Maintain positive drainage throughout all phases of the project. (f) Environmental Protection and Erosion Control (i) Contractor shall design, install, and maintain erosion control Best Management Practices (BMPs) as required under the Texas Commission on Environmental Quality (TCEQ) Stormwater Pollution Prevention Plan (SWPPP). (ii) All impacted slopes shall be restored using approved seed mix and erosion control blankets. (iii) No construction debris, fill material, or equipment shall be left in the creek channel or surrounding wetlands. (g) Site Restoration (i) Upon completion of construction, all disturbed areas must be fully restored to pre-construction condition or better. (ii) Restore original site contours where applicable and reseed or replant vegetative cover per project specifications. (iii) Final cleanup shall include removal of all temporary structures, erosion control devices (unless permanent), and construction debris. (h) Exclusions (i) Trail and pedestrian improvements adjacent to the project site will be performed by others and are not included in this contract. (ii) Contractor is not responsible for long-term landscaping or park infrastructure unrelated to bridge or site restoration. Q/A:- Any prospective respondent desiring any explanation or interpretation of the proposal must make a written request which must be received by the Purchasing Department on or before Monday, January 05, 2026.
