Spoils Site Construction at Weigand Marina Question Deadline 09/02/2025 Bidders requiring clarification or interpretation of the Bidding Documents shall make a request to the Architect/Engineer at least seven days prior to the date for receipt of bids. In accordance with Neb. Rev. Stat. 72-803 (4), bidder's proposal shall be submitted on a form supplied with the Bidding Documents and must be accompanied by a certified check, cashier's check, or Bid Bond in the amount of 5% of the total Bid, made payable to the Nebraska Game and Parks Commission as Bid security. Bid security shall be considered as liquidated damages and forfeited to the Nebraska Game and Parks Commission if the Bidder's proposal is accepted and the Bidder fails to execute the contract and provide the required bond(s) and insurance specified. No Bid Bond will be required if the total project cost is less than $50,000.00. In accordance with Neb. Rev. Stat. 52-118, a contractor is required to furnish a Labor and Material Payment Bond in the full amount of the contract price if at the time of the contract award the total project cost exceeds $15,000. In accordance with Neb. Rev. Stat. 72-803 (3), the successful Bidder is required to furnish a Performance Bond in the full amount of the contract sum at the time of contract award if the total project cost exceeds $50,000. No Performance Bond will be required if the Independent Contractor is willing to take a single lumpsum payment once all work has been completed and accepted by the Engineering Division of the Nebraska Game and Parks Commission unless the total project cost exceeds $100,000 at the time of contract award. The Nebraska Game and Parks Commission reserve the right to accept or reject any or all Bids and to waive any or all informalities or irregularities. No Bidder may withdraw his Bid Proposal for a period of thirty (30) days after the date set for opening of Bids. Scope of Work: The work includes all necessary labor, equipment, and materials to construct a new spoils site. Major tasks involve site mobilization and preparation, including removal of existing gravel surfaces, water infrastructure, and removal and resetting of USACE marker. Erosion and sediment control measures will be installed, such as silt fencing, erosion blankets, wattles, and stabilized construction entrances. Site clearing, grubbing, and tree removal will be followed by earthwork operations including excavation, topsoil stockpiling, and construction of containment and drainage berms. Placement of aggregates, riprap, and geotextile fabric will support spoils site stability and drainage. Safety features including fencing, signage, and gates will be installed. Utility work includes nstallation of various sizes of PVC piping and gate valves. Roadway repair will be completed as needed to restore access and site conditions. All work shall comply with applicable standards and project specifications. E. Substantial Completion and Final Completion: Substantial completion will occur when all major work and bid items are completed and is desired to be completed by January 15, 2026. Final completion will occur once the site is stabilized and SWPPP can be closed out, likely to occur in Spring of 2026. F. Permitting: Construction is expected to begin upon regulatory reviews and permission approval, anticipated in September 2025. Refer to the drawings for permitting specific notes related to construction activities
