The 633 Contracting Squadron at Joint Base Langley-Eustis (JBLE) Langley is conducting market research to assess potential industry interest and gather input for a forthcoming Invitation for Bid (IFB) related to JBLE Paving Services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The anticipated NAICS Code is 237310, with a size standard of $45 million. This notice is not a Request for Proposal (RFP), Request for Quote (RFQ), or IFB, and does not obligate the Government to any acquisition strategy. The requirement includes paving services as outlined in several draft documents: Preliminary Paving Price Schedule, Pavements IDIQ Specification dated 5 August 2025, Environmental Special Conditions (2023), FAA AC 150 5320 12c (dated 18 March 1997), Special Instructions for Fort Eustis, and EMP 4.46.16 Contracting Environmental Special Conditions for JBLE-Eustis. Industry participants are asked to provide feedback on their interest, questions or concerns regarding the attachments, company size relative to the NAICS standard, socioeconomic status, a capabilities statement (maximum 10 pages), and input on snow removal capabilities listed in the price schedule. Responses must be submitted electronically via email to the designated Contract Specialist and Contracting Officer by 2:00 PM on 10 September 2025. The Government will use the information to refine the upcoming IFB but does not plan to respond to submissions or award contracts based on this notice.
