This contract is for multi-discipline Architect-Engineer (A-E) services focused on inspection and assessment of waterfront facilities within CONUS Region 3, which includes the Southwest, Hawaii, and Gulf Coast areas. The scope includes underwater and above-water inspections, material condition assessments, engineering analyses, and design services supporting Sustainment, Restoration, and Modernization (SRM) and Military Construction (MILCON) projects. Services encompass structural, mechanical, and electrical evaluations; review of construction plans; forensic engineering; feasibility studies; repair design; environmental permitting support; underwater instrumentation and cable system design; and geotechnical and surveying tasks. All inspections, especially underwater, must be conducted under the supervision of registered professional engineer-divers, with strict adherence to safety standards outlined in EM 385-1-1. The contract is a Small Business Set-Aside IDIQ with a 60-month ordering period, a maximum value of $15 million, and a guaranteed minimum of $10,000. Task orders will be firm-fixed price. Firms must demonstrate specialized experience in waterfront inspections, structural assessments, seismic analyses, geotechnical investigations, cathodic protection evaluations, and underwater cable installations. Key personnel must include licensed engineers and certified engineer-divers. Safety performance, quality control programs, program management capacity, and familiarity with Region 3 geography are critical evaluation criteria. Firms must submit SF330 forms detailing qualifications, past performance, and safety records. Multiple concurrent inspections may be required, and firms must show capacity to manage up to six inspections simultaneously across regions.
