Site work for a sidewalk / parking lot in Sevierville, Tennessee. Working plans call for site work for a sidewalk / parking lot.

As of September 23, 2025, no bids received. No definite date for the rebid. The Owner seeks to retain the services of a Contractor to provide construction services related to the construction of a new section of the West Prong Boardwalk. Contractor must be a licensed General Contractor according to T.C.A Chapter 62, Part 6, Section 102. The Owner is pursuing this bid to construct a new approximately 165' long section of boardwalk at the location depicted below. Nearest physical address for the boardwalk is 525 Parkway, Sevierville, TN 37862. A copy of the plans is available for download on the City Website. Contractor shall be responsible for the following: 1. Following plans and staking to accurately locate pier and boardwalk locations and adjusting elevations as needed to comply with typical construction standards. 2. Providing all tools, materials, and labor to construct boardwalk in accordance with supplied plans. Owner shall be responsible for the following: 1. Providing concrete 2. Conducting demolition operations for current stair case 3. Obtaining and maintaining requisite permits 4. Providing closure signs for greenway It is anticipated that construction should take place over a period of 3 weeks. Contractor shall provide a list of five (5) references for the Owner to contact to use to evaluate the efficacy of the Contractor. Using the attached Project Budget form, the Contractor shall provide a lump sum cost for the construction of the boardwalk and estimation of construction schedule SELECTION CRITERIA The selection criteria will be lowest qualified bid utilizing the Project Budget form. EVALUATION PROCESS Additional investigations may include post-bid interviews with prospective Contractors as the final step in the selection process. Contractors must make themselves available within reason after being notified by the Owner. Evaluation proceedings will be conducted within the established guidelines regarding equal employment opportunity and non discriminatory action based upon the grounds of race, color, sex, creed, or national origin. Interested certified Disadvantaged Business Enterprise (DBE) Contractors as well as other minority-owned and women-owned Contractors are encouraged to respond to all advertisements by the City of Sevierville, Tennessee. SELECTION SCHEDULE The Owner anticipates that a Contractor will be selected within one (1) week of the deadline for submission of bids. The Contractor will be notified by email. A contract for services will be negotiated and approved within one (1) month of the deadline of submission of bids. The Contractor will be expected to commence its services immediately upon contract execution and Notice to Proceed (delivered via email), depending on the Owner's budgeting process. Project Manager/ADA Coordinator, at lmunasque@seviervilletn.org OWNER RIGHTS The Owner reserves the right to: o Waive minor irregularities o Modify or cancel the selection process at any time o Negotiate with the first lowest qualified bid to secure a contract if the lowest qualified bid is over the anticipated budget of the project o Reject any and all submissions to issue a new request for qualifications when it is in the best interest of the Owner to do so o Seek any clarification or additional information from the Contractor as is deemed necessary to the evaluation of a response o Judge the veracity, substance, and relevance of the Contractor's written or oral presentations, including seeking and evaluating independent information on any of the Contractor's work cited as relevant experience o Contract with separate entities for components of services No proposal will be finally accepted, and no agreement will be binding on Owner, until Owner and the Contractor have signed a written contract containing all terms of the agreement between Owner and the Contractor. The selected Contractor will be responsible for providing a contract for services to the Owner. The contract will be based on what is most beneficial to Owner and best suits the needs of Owner. OBLIGATION OF PROPOSING CONTRACTOR At the time of the opening of bids, each Contractor will be presumed to have read and to be thoroughly familiar with the bid requirements. The failure or omission of any Contractor to examine all the forms, instruments, and documents shall in no way relieve the Contractor from any obligation in respect to a proposal. EXPENSES INCURRED This invitation does not commit the Owner to award a contract agreement. Nor shall the Owner be responsible for any cost or expense incurred by any Contractor in preparing and submitting a proposal, nor for any cost or expense incurred by any Contractor prior to the execution of a contract agreement. The Owner reserves the right to require any or all Contractors to appear for interviews and/or oral presentations at no cost to the Owner. NOTICE OF ACCEPTANCE AND EXECUTION OF CONTRACT Upon the acceptance of the proposal, a letter of notice will be sent via email to the successful Contractor. The successful Contractor will be responsible for preparing an electronic standard contract for services and forwarding it to the Owner for review. Following acceptance of the proposal and receipt of the letter of notice, the Contractor shall be issued a Notice to Proceed with work described within the contract via email. Award of this contract does not obligate the Owner to request work during the period of time of the agreement. CONTRACTOR'S AGREEMENT By the submission of their bid, each Contractor shall be deemed to have agreed that this request and the contract documents referred to in the Contract Form are by this reference made a part of their bid; that they will not withdraw their bid during the period of time from the proposal opening until sixty (60) days thereafter. PAYMENT The Contractor will invoice the City of Sevierville on a monthly basis for services provided under this contract. Invoices shall be in accordance with the percentage of work completed based on the lump sum contract price. Payment will be made within thirty (30) working days after receipt of invoice and pending inspection of materials, workmanship, and services rendered. PENALTIES It is the intent of this project to inconvenience the public as little as possible. A completion time of 3 weeks being defined as twenty-one (21) consecutive calendar days is expected from the beginning of construction. Should the contractor fail to complete the project within that time period, the contract amount will be reduced $100 per day past the 3-week time frame. Weather or unforeseen circumstances rendering the site untenable shall not count against the contractor with the approval of the Owner. INSURANCE COVERAGE REQUIREMENTS INSURANCE COVERAGE REQUIRMENTS These coverage requirements apply to the Contractor and any Subcontractors who may perform services under this contract Commercial General Liability Insurance - $1,000,000 limit per occurrence for property damage and bodily injury. Coverage should be occurrence form. Business Automobile Liability Insurance - $1,000,000 limit per accident for property damage and personal injury. Workers' Compensation and Employers' Liability Insurance - Workers' Compensation statutory limits as required by Tennessee law. This policy should include Employers' Liability coverage for $1,000,000 per accident. The City of Sevierville operates a drug-free workplace program that complies with the above- referenced law. The City of Sevierville performs drug or alcohol tests at the following times: a. Job Application b. Reasonable Suspicion c. PostAccident d. Routine Fitness for Duty e. Follow-up f. Random. All testing and specimen-handling procedures conform to the standards of the U.S. Department of Transportation guidelines. A Medical Review Officer (MRO) provides medical oversight to ensure appropriate processing and accurate interpretation of the results. Failure to submit to substance abuse testing or testing positive for prohibited drugs and/or alcohol may result in discipline up to and including termination.
