The Town of Danville, with a population of approximately 40,000, is renowned for its small-town charm, historic sites, scenic trails, and vibrant downtown. Danville's extensive network of bicycling trails serves commuters, casual riders, families, and enthusiasts, contributing to its exceptional quality of life. The Town's Bicycle Master Plan (BMP), adopted in July 2021, includes a comprehensive Wayfinding Strategy (Chapter 7) to enhance the bicycling experience by providing clear, consistent, and accessible navigational guidance. The Town of Danville invites proposals from qualified consulting firms to develop a Bicycle Wayfinding Deployment Strategy that aligns with the principles, standards, and guidelines outlined in the BMP's Wayfinding Strategy. This strategy will operationalize the wayfinding system, detailing the implementation, prioritization, and maintenance of signage and related elements to support safe and efficient bicycle travel. The deployment strategy will build on the BMP's objectives to connect residents and visitors to cultural, historical, and recreational amenities, promote active transportation, and reflect Danville's local character. Project funding is anticipated through local funds, with potential supplementation from Measure J Funds (Contra Costa County) and the CA State Gas Tax. Consultants must ensure compliance with all applicable local, state, and federal regulations, including the California Manual on Uniform Traffic Control Devices (CA MUTCD) Part 9, the American Association of State Highway and Transportation Officials (AASHTO) Guide for the Development of Bicycle Facilities, and the Americans with Disabilities Act (ADA). Proposals will be evaluated based on the consultant's understanding of the scope, familiarity with CA MUTCD, CA HDM, NACTO (National Association of City Transportation Officials) Urban Bikeway Design Guide, and related guidelines, experience with bicycle wayfinding projects, technical expertise, and ability to deliver a cost-effective and community-aligned deployment strategy. B. SCOPE OF WORK The Scope of Work should include, but is not limited to, the following tasks. Proposers are encouraged to propose additional tasks as necessary to meet project objectives: Task 1: Project Initiation & Management Task 1.1: Host a project kick-off meeting and establish regular communication with Town staff to ensure deliverables remain on schedule and within budget. The consultant will organize a kick-off meeting with Town staff to review project expectations, coordination protocols, deliverables, and relevant guidelines (e.g., CA MUTCD, BMP Wayfinding Strategy). The consultant will provide a project management plan outlining communication schedule (e.g., weekly check-ins), milestones, and reporting procedures. All work must comply with applicable codes, regulations, and the Town's design standards. Deliverable(s): Kick-off meeting summary, project management plan. Task 2: Existing Conditions Analysis Task 2.1: Assess existing bicycle infrastructure and wayfinding elements to identify gaps, opportunities, and constraints. The consultant will review the Town's bicycle network, including existing and proposed bikeways (Class I, II, III, IV) as outlined in the BMP, and evaluate current wayfinding signage (e.g., directional signs, kiosks, pavement markings). This task includes field observations, stakeholder consultations (e.g., Town staff, Police Department, bicycle advocacy groups), and referencing documents such as the BMP, Danville 2030 General Plan, and Contra Costa Countywide Bicycle and Pedestrian Plan. The analysis should align with the BMP's wayfinding objectives (e.g., connectivity, simplicity, predictability). Deliverable(s): Existing conditions report, including maps and inventory of current wayfinding elements. Task 3: Selection of Emphasis Area(s) Task 3.1: Develop a detailed framework for deploying wayfinding elements consistent with the BMP's Wayfinding Strategy. The consultant will propose a deployment framework that specifies the type, design, and placement of wayfinding elements (e.g., kiosks, directional signs, confirmation signs, pavement markings) as defined in the BMP (Pages 106-108, 116-121). The framework must adhere to CA MUTCD standards (e.g., sign design, color, font, placement) and incorporate the BMP's destination hierarchy (Primary, Secondary, Tertiary; Page 112). The framework should prioritize deployment along high-traffic corridors (e.g., Iron Horse Trail, Downtown Danville) and address accessibility per ADA guidelines. Deliverable(s): Wayfinding deployment framework, including sign family specifications and prioritization criteria. Task 4: Implementation Plan Task 4.1: Create a phased implementation plan with cost estimates, timelines, and maintenance protocols. The consultant will develop a phased implementation plan detailing the installation of wayfinding elements, including timelines, cost estimates, and maintenance schedules. The plan should prioritize routes and destinations identified in the BMP (e.g., Downtown Danville, Mount Diablo State Park, Iron Horse Trail; Page 123) and include strategies for community engagement to ensure local buy-in. The plan must address typical scenarios for sign placement (e.g., on-street intersections, pathway-roadway crossings; Pages 126- 131) and propose materials compliant with CA MUTCD (e.g., high-intensity prismatic aluminum; Pages 118-120). Deliverable(s): Phased implementation plan, cost estimates, maintenance protocols, community engagement strategy. Task 5: Final Wayfinding Deployment Strategy Document Task 5.1: Prepare and finalize a comprehensive deployment strategy document incorporating staff feedback. The consultant will compile all findings, frameworks, and plans into a draft report, including visual mockups of proposed signage (e.g., Figure 49 in BMP) and maps of priority routes (e.g., Figure 58 in BMP). After incorporating comments from Town staff, the consultant will deliver a final report in digital and hard copy formats. Deliverable(s): Draft report, final report (one digital copy, three hard copies). January 12, 2026 Submit final report During the evaluation process, the Town may request additional information or clarifications from the proposers. The following selection method and criteria will be used to select a consultant: 1. Proposals will be rated in descending order of preference. When the selection process has been completed, applicants will be advised of the number one selection. No other information will be released. Note that cost is not used as a rating factor. 2. The Town will schedule interviews with prospective consultants based on the Town's rating. 3. Negotiations with the first choice conducted by the Town regarding the extent of services to be rendered and amount and method of compensation. If agreement cannot be reached, negotiations with the number one selection will be terminated, and then opened with each succeeding lower-rated firm until the agreement is reached. Once passed over, a firm will not be reconsidered for the project. 4. The Town reserves the right to reject all proposals received. The Town is under no obligation to award a contract if no suitable consultant can be found or if the expected project funding changes. The Town also reserves the right to interview the top-rated consultants, if it deems the process necessary to make a final selection. 5. The following is GENERAL INFORMATION ONLY intended to assist consultants when preparing a proposal for design services for the Town of Danville. The following is not a complete contract; the paragraphs below are pertinent excerpts from the Town's standard Professional Services Agreement. To the fullest extent permitted by law, Consultant shall indemnify, defend and hold harmless the Town, its officers, employees and agents (collectively the "Indemnified Parties") from and against all claims, damages, losses and expenses, including but not limited to reasonable attorneys' fees, arising from the negligence, recklessness or willful misconduct of Consultant or its employees in the performance of this Agreement. This indemnity shall apply to all claims and liability regardless of whether any insurance policies are applicable. The policy limits do not act as a limitation upon the amount of indemnification to be provided by Consultant. Notwithstanding the foregoing, nothing herein shall be construed to require Consultant to indemnify the Indemnified Parties from any claim arising from the sole or active negligence or willful misconduct of the Indemnified Parties. Minimum Scope of Insurance: Prior to commencing work and during the entire term of the Agreement, Consultant shall procure and maintain the following insurance policies in these minimum amounts: a. Insurance Services Office Commercial General Liability Coverage (occurrence Form CG 0001), two million dollars ($2,000,000) per occurrence for bodily injury, personal injury, and property damage. If Commercial General Liability Insurance or other form with a general aggregate limit is used, either the general aggregate limit shall apply separately to the work to be performed under this Agreement, or the general aggregate limit shall be at least twice the required occurrence limit. b. Insurance Services Office Form Number CA 0001 covering Automobile Liability, Code 1, two million dollars ($2,000,000) per accident for bodily injury and property damage. Workers' Compensation as required by the State of California, and Employers' Liability Insurance, one million dollars ($1,000,000) per accident for bodily injury or disease. c. Errors and Omissions Liability: One million dollars ($1,000,000) per claim. Endorsements: Each general liability and automobile liability insurance policy shall be endorsed with the following specific language: 1. The Town of Danville, its elected and appointed officers, employees and agents are to be covered as additional insureds with respect to liability arising out of work performed by or on behalf of the Consultant. 2. For any claims related to this Agreement, Consultant's insurance coverage shall be considered primary insurance as respects the Town, its elected and appointed officers, employees and agents. Any insurance or self-insurance maintained by the Town, its elected and appointed officers, employees and agents shall be excess of the Consultant's insurance and shall not contribute with it.
