Site work and paving for a road / highway in Hesperia, California. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The Project includes the rehabilitation and improvement of existing public roadways. Proposed improvements include crack sealing, application of slurry seal, 2-inch cold planning with hot mix asphalt overlay, removal and replacement of existing pavement sections, installation of leveling course with cape seal, striping, and the adjustment of existing utility covers to finished grade within the project limits. All Contractors and Subcontractors performing work on this project shall be required to furnish electronic certified payroll records directly to the Labor Commissioner (i.e., California Department of Industrial Relations - Division of Labor Standards Enforcement). The awarded Contractor shall post jobsite notices as prescribed by regulations. All Bidders and their subcontractors (that are listed on -List of Proposed Subcontractors or Sub-Tier Contractors) shall provide an extract from the Public Works Contractor Registration web site with their submitted bid providing evidence of active registration with the Labor Commissioner. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. PREVAILING WAGE: Under the provisions of California Labor Code, Division 2, Part 7, Chapter 1, Articles 1 and 2, the contractor and any subcontractor under the contractor is required to pay not less than the general prevailing rate of per diem wages to all workmen employed in the performance of work under this project for work of a similar character in the locality in which the public work is performed, including the general prevailing rate of per diem wages for holiday and overtime work. Pursuant to 1773 of the Labor Code, the Director of the California Department of Industrial Relations (DIR) has determined such general prevailing rates of per diem wages. The same are on file at the Engineering Department of the City of Hesperia, 9700 Seventh Avenue, Hesperia, California, and are available to any interested party upon request; or may be obtained online from the DIR website at http://www.dir.ca.gov. The contractor shall cause a copy of said determinations to be posted at the job site. The contractor shall be subject to the penalty forfeiture provisions of the Labor Code for violations by the contractor or any subcontractor under him. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. BIDDERS MUST SUBMIT, along with their bid: cash, a cashier's check, a certified check, or a bidder's bond, payable to the City of Hesperia in an amount equal to at least ten percent (10%) of the bid, as a guarantee that the Bidder will enter into the contract if the same is awarded to the successful bidder. The successful Bidder shall be required to post a Performance Bond in the amount of one hundred percent (100%) of the contract price and a Payment Bond (Labor and Materials Bond) equal to one hundred percent (100%) of the contract price. Sureties shall meet all the State of California bonding requirements in accordance with the Code of Civil Procedure (995.120) and be admitted by the State of California. Except as required by California Public Contract Code 20103.5 - Federal Funded Projects, no bid will be considered from a contractor who is not licensed at the time of bid opening as a Class A: General Engineering Contractor or applicable Class "C" License. The contractor may, upon request and at the sole expense of the contractor, substitute authorized securities in lieu of monies withheld (performance retention) by the City. The successful bidder will be required to enter into a contract satisfactory to the City of Hesperia. The City reserves the right to reject any or all bids or any part(s) thereof, to waive any irregularities or informalities in any bid or in the bid process, and to make a contract award in the best interest of the City. If a contract is awarded, the contractor shall comply with all applicable laws and regulations whether or not listed in this notice or the Contract Documents and Specifications. Project Scope: Contractor shall provide all supervision, labor, equipment, materials, and transportation necessary to complete the Project that includes rehabilitation and improvement of existing public roadways. Proposed improvements include crack sealing, application of slurry seal, 2-inch cold planing with hot mix asphalt overlay, removal and replacement of existing pavement sections, installation of leveling course with cape seal, striping, and the adjustment of existing utility covers to finished grade within the project limits. Project includes open trench excavation, backfill and compaction of disturbed areas and street repair as shown on the Bid Documents, including the Plans and Specifications. The engineers estimate is $3,500,000
