This contract is for Architect-Engineer (A-E) services supporting inspection and assessment of waterfront facilities worldwide, excluding the continental U.S., Hawaii, and Alaska. It will be awarded as a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 60-month ordering period and a maximum value of $15 million. Services include underwater and above-water inspections, material condition assessments, engineering analyses, design of repairs, environmental studies, and preparation of construction documents. Tasks may also involve underwater cable and instrument array design, geotechnical and structural analysis, seismic vulnerability assessments, and development of maintenance plans. All underwater inspections must be conducted under the supervision of registered professional engineer-divers, with strict adherence to safety standards outlined in EM 385-1-1. Firms must demonstrate specialized experience in waterfront inspections, structural assessments, cathodic protection systems, underwater instrumentation, and innovative engineering solutions. Key personnel must include licensed engineers and certified engineer-divers. Evaluation criteria include professional qualifications, safety record, past performance, quality control, program management, capacity to handle concurrent projects, and knowledge of global project locations. Firms must submit a completed SF330 package, including detailed project examples, resumes, safety metrics, and quality control plans.
