The City of West Palm Beach (the "City") operates the East Central Regional Wastewater Treatment Facilities (the "WWTF"), as agent for the East Central Regional Wastewater Facilities Operation Board (the "ECR"). The City, as the operator of the WWTF for the ECR, is soliciting proposals from experienced construction and engineering firms to provide professional services as the Owner's Representative for the implementation of the ECR Capital Improvement Plan by the City. The method of Contractor Selection has not been Determined at this time. The City, as the operator of the WWTF, manages the operations and implementation of the ECR WWTF Capital Improvement Program (the CIP). Through this RFQ, the City seeks firms with experience providing Owners Representation services for implementation of CIPs to function as Program Manager for the City to oversee the administrative and technical activities associated with the various ECR CIP project studies, designs, evaluations, bidding and construction, and to provide input, on behalf of the City, to the ECR at ECR Board meetings with respect to its services as Owner's Representative.
