The City of Mankato Facilities Division is accepting bids for the remodel and reconfiguration of the City Council Chambers at the Intergovernmental Center. The work includes construction of a raised council dais, presentation podium, electrical and mechanical modifications, new door installations and modifications, and new flooring. All questions about the meaning or intent of the Bidding Documents are to be submitted to the Facilities Manager in writing.Questions received less than five days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Est. Completion Date: Jan. 7, 2026 Door Hardware and Specifications: Door 101 - Steelcraft 6'0" x 7'0" HM Insulated double door, each door panel to have 24"x30" - 1/4 " clear tempered glass inserts in the top half of the door slab, 5 3/4 "HM welded frame, 2" head, closer brackets, pinch & dimple with wood anchors, prep both doors for Von Duprin 9927 exit device, prep both doors and frame for electric hinge, power supply by owner, include weather stripping, each door to have 10"x34" kick plates, south door slab to include LCN 4040XP closer, both doors to have Von Duprin 9927EO panic exit device with top half surface mount vertical rods, Pull trim on both doors will be Von Duprin 990NL Night Latch - pull trim with cylinder for Best IC core - core supplied by owner, both panic devices to receive QEL conversion kit for electronic latch retraction. Doors to be prepped with conduit in the frame for card access to be installed by owner. Door will include one single swing Horton 4100LE Clear Anodized finish automatic opener and include two MS31 touchless switch installed in code compliant locations on both sides of this door opening. Frame to be prepped to receive HID card reader device provided and installed by owner. Frame to be painted the owner selected color to be provided during the submittal process. Frame to be painted the owner selected color to be provided during the submittal process. Door 105A - Steelcraft 3'0" x 7'0" - 5 3/4 "HM welded frame, 2" head, closer bracket, punch & dimple frame with wood anchors, prep for 99EO Exit Devicer, HES 9600 electric strike and face plate, 10"x34" kick plate, LCN 4040XP, Von Duprin 99EO 3 ft panic bar, Von Duprin 990NL night latch pull trim with Cylinder less core, core to be supplied by owner, door to be 1 3/4 " thick flush oak solid core doors, door to include 4"x23" - 1/4 " clear tempered glass with oak surround installed, machine to Steelcraft Specs, stain #715 - Spiced Walnut. Door 105C - Steelcraft 3'0" x 7'0" - 5 3/4 "HM welded frame, 2" head, closer bracket, punch & dimple frame with wood anchors, single bore, machine frame for HES 5200 Electric Strike, Provide HES 5200 electric strikes, LCN 4040XP closers, Best 9K-3-7-D-15-D-S3-626 lever sets, doors to be 1 3/4 " thick flush oak solid core doors, machine to Steelcraft Specs, stain #715 - Spiced Walnut. Frame to be painted the owner selected color to be provided during the submittal process. Countertops and wall cap: For the purposes of bidding, countertops and wall cap at the council dais will be from the Cambria Luxury Series. The color has not yet been selected, and the city may elect to go with the Signature Series at which time a deduct change order will be requested. Product will be 4cm in thickness with a Summit edge and polished finish. Carpet: For the purposes of bidding, the City has selected the Cumulus 7480 product from J&J Flooring. Two colors will be selected with the dividing line being the back side of the presentation podium to delineate the public area from the non-public area of the room. Colors will be selected from the standard colors listed in their product specification. Installation shall follow manufacturer's specifications. Product sheet is included as Attachment D. Council Dais & Presentation Podium: Construction of the council dais and presentation podium will follow the layout on the proposed drawing; Attachment A. Finish material shall be a maple faced material to accept stained finish and protective clear coat to match the existing first floor front desk of the Intergovernmental Center. Both pieces will be permanently fixed at their respective locations and properly secured to the floor. All electrical and network connections will be in concealed conduit within the cabinet with connections provided as shown on the plan. A monitor will be mounted on the front of the desk portion of the presentation table for the council to view. Backing for the monitor shall be included in the design of the piece. The presentation podium will have a microphone (XLR) jack and outlet provided on the podium and the microphone will be provided by the owner. Final design of the podium will be in coordination with the owner and the contractor's selected subcontractor. An allowance line has been included in the bid for this portion. Electrical: Lighting to match existing lighting. 5 fixtures to be provided to match the existing layout with the rest of the room. Outlets shall be gray in color with stainless cover plates. XLR jacks to have stainless cover plates. All conduit runs shall be furnished with a pull string regardless of if wiring is to be installed with this project. Main conduit runs - There shall be (2) 2 1/2 " steel conduits run from the Media Room above the ceiling to the location of the ADA ramp, run down the wall into the raised floor and terminate in the council dais at the point shown on the plan. An access panel shall be provided on the rear of the dais for access. The existing floor box in the middle of the room (existing presentation table) shall be demolished and the floor removed to reroute the existing conduit to the new podium location. The thickness of the current concrete floor is unknown as it was part of the former Mankato Place Mall atrium. The existing floor box at the current council table (as noted in Attachment B) shall be removed and the floor infilled with concrete to a smooth finish. All card access doors (101, 102A, 102B, 105A, 105B, & 105C) shall have frames prepped with conduit in the door frame to accept an HID card reader with conduit runs back to the media room north wall. Conduits for card access shall be terminated above the drop ceiling in the media room. Railing: Railing for both the ADA ramp and the stairs shall match the existing railing design within the Intergovernmental Center. The wall mounted rail shall be standard steel design painted to match existing metal in the building (color to be provided during submittal process). The room side shall match the existing rail as shown in the attached photo, Attachment C. Select Security Improvements: Provisions have been made in the plan to include a UL 752 rated level 8 ballistic panel across the length of the council dais from the ADA ramp to the stairs. The basis of design is the ArmorCore Level 8 panels which come in a thickness of 1 7/8". Manufacturer's specifications shall be followed for installation to ensure the proper rating is maintained at each joint. These panels, while needing to be cut into smaller pieces and reinforced at each joint, are able to follow the curvature as designed. Existing Conditions It is the contractor's responsibility to verify all existing conditions and measurements associated with this project. The contractor(s) is allowed to document and take samples of the current condition prior to submitting a bid at no cost to the City. The contractor is responsible for manufacturer's recommended repairs to the site of the sample. A site visit can be requested by contacting the project contacts located in the bid specifications.
