Provide complete architectural and engineering design services for Infrastructure, Life Safety, and Fire Protection Repairs at Building 32 of the VA Ann Arbor Healthcare System. The scope includes replacement of three existing central chillers (2x800-ton and 1x1,000-ton) with three 1,200-ton centrifugal variable speed chillers, matched cooling towers, condenser water pumps, and primary chilled water loop pumps. The entire chilled water system must be integrated into a comprehensive Chiller Plant Control Optimization System to enable year-round operation and improved performance during shoulder months. Additional work includes roof lighting upgrades, lightning protection replacement, roof replacement, refrigerant detection and exhaust system replacement, rollup door replacement, domestic water heater replacement, and installation of vent louvers for increased ventilation. The project also includes structural analysis for new equipment support and lintel design for new louvers, replacement of the non-functional post indicator valve (PIV), and fire suppression system replacement in the west parking deck as a deduct alternate. Design deliverables must include 65% Design Development Documents, 95% Construction Documents, and a Final Release for Construction (RFC) set, along with cost estimates and construction period services. The A/E must coordinate with VA stakeholders, conduct site verification, and incorporate phasing, constructability, and life safety measures. A third-party commissioning agent must be engaged to commission systems including chillers, cooling towers, pumps, and BMS control interface. The design must comply with VA standards, BIM requirements, and applicable codes. Construction period services include submittal reviews, RFIs, inspections, and record drawings.
