Only contractors with an establishment in Quebec or, where an intergovernmental agreement is applicable, in a province covered by that agreement and holding, where applicable, an appropriate construction contractor's licence issued by the Regie des entreprises de construction du Quebec may bid. The "Town of Epiphany" reserves the right, at its sole and absolute discretion, to disregard a minor informality if it deems that it is in the Town's interest to do so, which the bidder accepts and assumes. Furthermore, the "Town of L'Epiphanie" does not undertake to accept the lowest or any of the bids received nor to incur any costs whatsoever or obligation of any kind whatsoever towards the bidder or bidders.
