Semi-annual disinfection services are required for six cooling towers at the Tibor Rubin Veterans Affairs Healthcare System in Long Beach, California. The contractor must provide all labor, materials, equipment, and supervision necessary to perform the work, which includes offline cleaning, disinfection, and validation twice per year four towers at the central plant and two at building 138. The process involves pre-cleaning disinfection using oxidizing biocides and bio dispersants, manual physical cleaning with high-pressure washers, and final system disinfection. Contractors must document the disinfection process with inspection reports, executive summaries, and before-and-after photos, submitted within ten business days of service completion. Contractors must meet specific qualifications, including OSHA safety training, a minimum of three years experience with similar cooling towers, and compliance with federal, state, and local regulations. Work must be coordinated with the Contracting Officers Representative, and all personnel must wear ID badges and appropriate PPE. The contractor is responsible for collecting and disposing of debris, repairing any damages, and adhering to hospital policies including Interim Life Safety Measures.
