This project was awarded to Davidheiser Construction Services in the amount of $166,611.25 This contract includes a base bid and two alternate bids for the bio-engineered stabilization of stream banks along the Pleasant Spring Creek near the intersection of Constitution Avenue and E. Spruce Street in Perkasie Borough. The stabilization work will include the installation of geotextile soil wrap with brush layering, coir fiber logs and brush mattress along with the grading of embankments with erosion control fabric and a combination of woody and herbaceous plants. All material, labor, and equipment necessary shall be in accordance with Chapter 105 rules and regulations and Borough Standards. Each bid shall be submitted in accordance with the Instructions to Bidders, including but not limited to being accompanied by a Bid Bond or Certified Check for not less than ten percent (10%) of the Bid amount payable to the Borough of Perkasie. The successful Bidder shall be required to furnish proof of insurance, performance and payment bonds for 100% of the amount of the contract and maintenance bond in such form as meets the approval of the Borough of Perkasie and having as security thereon such Surety company or companies as are approved by the Borough of Perkasie. This project is subject to applicable provisions of Act 422, Pennsylvania Prevailing Wage Act, as amended, and the prevailing minimum wage rates issued by the Pennsylvania Department of Labor and Industry for work valued at over Twenty-Five Thousand Dollars ($25,000). A Bid may be modified or withdrawn by an appropriate document duly executed in the manner that a Bid must be executed and delivered to the place where Bids are to be submitted prior to the date and time for the opening of Bids. Bids may be withdrawn within two (2) business days after the opening of Bids only by the withdrawing Bidder's strict compliance with 73 P.S. 1602 and any subsequent amendments. Questions Due Date: Sep 4th 2025, 4:00 PM EDT No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of the bids, or for such longer period of time that Bidder may agree to in writing upon request of Owner. The Borough of Perkasie reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, and to waive any informality in the bids.
