Substantial Completion shall be: Eight (8) months following contract execution date b. Final Completion shall be: Nine (9) months following contract execution date c. Final Completion shall be when project site is de-mobilized and all project documents listed in Close-Out section of the specifications has been sent to the Owner. Liquidated Damages 1. The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated above. The date of issuance of the West Virginia University's Notice to Proceed or Executed Agreement shall be used to calculate Substantial and Final Completion of contract time stated in number of consecutive calendar days or established date. Time is of the essence. a. Liquidated Damages shall be One Thousand Dollars ($1,000) per Calendar Day of delay in achieving Substantial Completion and One Thousand Five Hundred Dollars ($1,500) per Calendar Day of delay in achieving Final Completion.
