The objective of this Request for Qualifications (RFQ) is to solicit interest and credentials from qualified firms, or individuals, licensed in the State of South Carolina to provide preliminary engineering options, design, permitting, easement acquisition assistance, and bid phase services for the Highway 557 Sewer Upgrade Project. Scope of services shall consist of the following: a. The Consultant shall provide a preliminary engineering report (PER), design, permitting, easement acquisition assistance, and bid phase services for the Highway 557 Sewer Upgrade Project. These services will include, but are not limited to the following: o Preparation of a detailed preliminary engineering report to include, land and hydrographic survey, project phasing, required upgrade size and location site to replace an existing pump station and a preliminary design for a new force main showing various potential alignments with scope and estimated design, permitting and construction costs associated for each. Additionally, prepare a preliminary evaluation report of the current and future hydraulic capacity requirements for the North West Sewer Shed based on estimated growth demands with recommended Capital Improvement Plan information. o Preparation of bid documents based on selected pump station design and alignment (i.e., design plans and specifications meeting all York County specifications and South Carolina Department of Environmental Services regulations) for the entire force main installation project.
