Bids shall be submitted in a plain sealed envelope bearing the Bidder's name, the name of the project, the date and time of the Bid opening, and shall be marked "Bid No. 2025-07". Bidders must be pre-qualified; see the Special Provisions for details. No bid for a construction contract shall be received or considered unless the bidder is registered with the Construction Contractors Board (CCB). The Contractor and every Subcontractor must have a Public Works Bond filed with the CCB before starting work on the project. Bidders on this project need not be licensed for asbestos handling pursuant to ORS 468A.720. Each bidder must indicate on the bid form whether they are a resident or nonresident bidder as defined in ORS 279A.120 (b). All proposals shall be made on the forms provided and accompanied by a Bid Bond, in an amount equal to ten percent (10%) of the total bid. The form of the bid bond shall be either the Surety's standard form or the AIA form. Pursuant to ORS 279C.370, bidders on public works projects with an estimated value of $100,000 or more are required to disclose, two-hours after bid opening, the bidders first-tier subcontractors. The bidder shall provide the required information on the First-Tier Subcontractor Disclosure Form, provided in the contract documents. Addenda and clarifications will be posted on the City's Engineering Division website and delivered to Plan Holders via e-mail. Potential Bidders should check the website on a daily basis until the Bid Opening date. Contract award is expected to be made by the City Council on September 22, 2025. The City of Woodburn reserves the right to reject any bids not in compliance with prescribed bidding requirements and may reject all bids upon a finding of the City that it is in the public interest to do so. The Scope of Work shall include the following: i. Provide traffic control for all work in the right of way. A TrafficControl Plan (TCP) shall be prepared by the Contractor and submitted to the City for review prior to any work being performed. ii. All potholing shall be performed via vacuum excavation. Potholes shall be kept to the minimum size necessary to complete the work, and shall not exceed 8" in diameter. All debris resulting from potholing activities shall be properly disposed of off-site. iii. Potholes shall be permanently restored accordingly: a. Sand backfill shall be placed from the exposed utility to a depth of 18" below ground surface (bgs). b. 12" of 3/4 "-minus shall be placed from 18" bgs to 6" bgs. c. 1/2 " Level 2 ACP shall be placed in two equal 3" lifts from 6" bgs to road grade. Existing asphalt shall be tacked prior to placing new ACP. Sand seal joints when complete. d. All materials shall be compacted with a pneumatic tamper, or approved equal. e. A hub shall be placed at each pothole location designating the unique identifier included in the data log. f. Prior to placing ACP, backfill sand or cold mix is acceptable up to road grade. iv. An approved Test Hole Report Sheet for all pothole locations shall be prepared and submitted. The report sheet shall include, at minimum, the following: a unique identifier for each pothole location, the horizontal and vertical location of each utility, the type of utility, and the size and material of the utility exposed. The major items of work and estimated quantities as follows: 1. Pothole 68 locations along proposed waterline route; and 2. Surface restorations
