The deadline to ask questions is 9/17/2025 12:00 PM CST Developer: Megatel Homes, LLC, contact Keith Johansen (keith.johansen@megatelhomes.com) Engineer: LJA Engineering, contact Edgar Saucedo, PE (esaucedo@lja.com; 214-451-0899) Please use the quantities provided by the Engineer for bidding purposes. Please contact the Engineer if there are any significant discrepancies. Contracts will be based on final quantities from approved plans. Both contract price and working days will be considered in awarding contract. All bids will be opened and tabulated by the Engineer in private. The owner reserves the right to hold the lowest bids for a period of 60 days prior to the execution of the contracts. Excavation for this phase is anticipated to be completed in mid-September 2025. Paving Construction is expected to begin in early January 2026. The successful contractor shall enter Caddo Mills Laguna Land Azure, LLC. standard development contract. Before submitting a bid, the Contractor shall carefully examine the proposal, plans, City of Caddo Mills standard details and specifications, development standards, and all construction bid documents. Contractor shall examine the site of work and satisfy himself as to the conditions which will be encountered relating to the character, quality, and quantity of work to be performed and materials to be furnished. Bidders are particularly required to examine and are responsible for all subsurface or underground conditions, including all existing utilities and structures, that may be encountered during the progress of the work. The bid shall cover all expenses and disbursements in connection with any work required to complete this project for acceptance by the City of Caddo Mills. The submission of a bid shall be conclusive evidence that he has complied with these requirements and that no submission for extra compensation will be presented regarding the nature or amount of work to be done. The Bid Proposal is subject to revisions via Addenda prior to the time fixed for the opening of bids. Addenda shall become an integral part of the contract and shall be reflected in the bids submitted. Inspection will be provided by the City of Caddo Mills. Construction staking will be provided by LJA Engineering. Geotechnical testing will be provided by the Developer for paving. The Contractor is responsible for coordinating/scheduling all required tests. Please see geotechnical reports for subsurface information. Contractor shall maintain erosion control measures to prevent sediment and construction materials from entering existing channels or offsite properties. Any material entering the channels will be removed at the Contractor's expense. Bid items are broken into sections (Public, Common, & Major) only for Developer accounting purposes. Water for construction purposes shall be supplied by the City of Caddo Mills at the contractor's expense. Coordination with other contractors working on the site, including adjacent phases, will be necessary. FM 1565 Right of Way Preparation Notes: Install downstream erosion controls as shown on the construction plans. Clear area within limits of work as shown on plans of all timber, logs, rocks, brush, rubbish, and other objectionable items, including but not limited to: Signs identified as to be removed or relocated in the plans. Salvage signs and posts identified as to be relocated. Contact the engineer if additional items not shown on the plans are encountered during site preparation. Within limits indicated, or in areas where existing grade is to be altered, in areas to be excavated, and in other required locations, strip existing topsoil to 6-inch depth and stockpile a portion of the topsoil as determined by the Engineer in approved areas for subsequent replacement. Grub the area of stripping of all roots and vegetative material to the full depth of the root system. Site preparation shall include removal and proper disposal of all clearing and grubbing items. Vegetative materials may be chipped and placed on site or burned on site. Burn and disposal locations shall be approved by Owner prior to commencement of work. Sawcut and remove existing asphalt as shown on the plans. Remove existing pavement markings and markers as shown on the plans.
