Please contact the Engineer if there any significant discrepancies. Contracts will be based on final quantities from approved plans. All construction materials and methods shall conform to the standards, specifications, details, and approved materials of the City of Caddo Mills. Both contract price and working days will be considered in awarding contract. Contractor should provide working days for substantial completion and final completion. The owner reserves the right to hold the lowest bids for a period of 60 days prior to the execution of the contracts. Excavation for this phase is anticipated to be completed in mid-September 2025. Utility construction is expected to begin in mid-September 2025. Before submitting a bid, the Contractor shall carefully examine the proposal, plans, City of Caddo Mills standard details and specifications, development standards, and all construction bid documents. Contractor shall examine the site of work and satisfy himself as to the conditions which will be encountered relating to the character, quality, and quantity of work to be performed and materials to be furnished. Bidders are particularly required to examine and are responsible for all subsurface or underground conditions, including all existing utilities and structures, that may be encountered during the progress of the work. The bid shall cover all expenses and disbursements in connection with any work required to complete this project for acceptance by the City of Caddo Mills. The submission of a bid shall be conclusive evidence that he has complied with these requirements and that no submission for extra compensation will be presented regarding the nature or amount of work to be done. The Bid Proposal is subject to revisions via Addenda prior to the time fixed for the opening of bids. Addenda shall become an integral part of the contract and shall be reflected in the bids submitted. Construction staking will be provided by LJA Engineering. Geotechnical testing will be provided by the Developer. The contractor is responsible for all other City required testing. The utility contractor is responsible to put all the streets back to the proposed plan grades after substantial completion of utility construction. Final completion of utility construction includes water meter boxes, valve and manhole adjustments, inlet tops, rip-rap erosion protection, and general clean up. Please see geotechnical reports for subsurface information. Useable utility pipe spoils shall be processed to 79G requirements and placed by the Utility contractor as directed by the Developer. Contractor shall maintain erosion control measures to prevent sediment and construction materials from entering existing channels or offsite properties. Any material entering the channels will be removed at the Contractor's expense. Bid items are broken into sections (Public, Common, & Major) only for Developer accounting purposes. Proposed 8" sanitary sewer to connect to existing sanitary sewer manhole by coring. Please coordinate with the City of Caddo Mills and the city inspector prior to connection. Proposed 12" water main to connect to 12" water stub provided by BHP Water Supply Corp. Please coordinate with the City of Caddo Mills and the city inspector prior to connection. Water for construction purposes shall be supplied by the City of Caddo Mills at the contractor's expense. Inspection for drainage and sewer will be provided by the City of Caddo Mills. Inspection for water will be provided by BHP Water Supply Corp. on behalf of the City of Caddo Mills.
