The City of Richmond, Virginia (the "City"), on behalf of the Department of Public Utilities ("DPU"), seeks bids from qualified firms to provide general contracting services for the Jahnke Road Pumping Station J2 and J3 Replacement project (the "Project"). The services required include, but are not limited to, replacement of the existing J2 and J3 pumps, motors, Medium Voltage Variable Frequency Drives ("VFD"), valves, actuators and associated piping as well as replacing the pump J1 Medium Voltage Motor Starter, installing a new PLC system and associated instrumentations, and miscellaneous electrical and facility improvements (referred to collectively as the "Work"). The Jahnke Road Pumping Station supplies water to the City of Richmond and Chesterfield County, using six (6) split case pumps. The upgrades contemplated in this Solicitation are necessary because Pumps J2 and J3 are near the end of their life expectancy and the existing station DPC control system is obsolete. Electrical, controls, and structural improvements to the Pumping Station are also needed to increase overall reliability and redundancy. Minority business enterprise means a business at least fifty-one percent (51%) of which is owned and controlled or fifty-one percent (51%) minority-owned and operated by minority group members or, in case of a stock corporation, at least fifty-one percent (51%) of the stock which is owned and controlled by minority group members.
