The project includes, but is not limited to: the design, permitting, and construction of wastewater treatment process improvements to achieve treated r-1 wastewater effluent that satisfies the water quality standards set forth in "reuse guidelines, volume 1: recycled water facilities," prepared by the wastewater branch, hawaii department of health dated january 2016 no later than february 28, 2029. To be eligible for award, proposers shall possess a valid state of hawai'I, general engineering contractor's license "a" prior to the award of the contract. See special notice to proposers for additional licensing requirements. The process improvements shall include equipment for both the liquid and solids waste streams. The liquid process stream improvements shall consist of the installation of a packaged dissolved air flotation (daf) and membrane bioreactor (mbr) tank systems with ultra-violet (uv) disinfection prior to disposal. The solids shall be dewatered by screw press equipment. Site improvements shall consist of installation of site grading, pump stations, potable waterlines, gravity sewerlines, forcemains, storage sheds, concrete pads, mechanical equipment, electrical power and communication systems, and gravel road construction. Should any existing utility service be insufficient for the proposed process improvements, the contractor shall complete any engineering, permitting, and site work to ensure that the necessary power, water, and communications for the proposed package wastewater treatment facility is available. Upon completion the improvements at the wastewater treatment facility contractor shall provide support during start-up and commissioning prior to final acceptance of the project.
