Repair, County Bridge No. 2 T573 (Snyder Road) & T-576 (Covered Bridge Road) Over Chillisquaque Creek in East & West Chillisquaque Townships Northumberland County. This project includes repair of a wood-covered bridge caused by vehicular accident. Bids unofficial results posted online no later than 5:00 PM 26th of September Question Deadline 09/19/2025 10:30 AM EDT Questions regarding the Request for Bids shall be submitted electronically. Questions delivered by personal visitations, telephone calls, emails and/or fax will not be accepted, distributed or returned Each Bid must be accompanied by Cash, a Certified Good Faith Check, by a Cashier's Check drawn upon a bank authorized to do business in this Commonwealth, or a Bid Bond with corporate surety payable to the Owner for ten percent (10%) of the total amount of the Bid. As soon as the Bid prices have been compared, the Owner will return the Bonds of all except the three lowest responsible bidders. When the Agreement is executed, the bonds of the two remain unsuccessful bidders will be returned. All work shall be in conformance with the Pennsylvania Department of Transportation Specifications Publication 408 dated 2020 change 10, and the Contract Documents. Prequalification of bidders, as specified in Section 102.01 of Publication 408, IS required on this project. All Contractors shall comply with all State and Federal laws prohibiting discrimination in hiring employment opportunities. Northumberland County, in accordance with Title IV of the U.S. Civil Rights ACT of 1964 and Parts 21 and 23 of 49 CFR, notified all bidders that its will affirmatively ensure that DBE firms will be afforded full opportunity to submit bids in response to this invitation and that no persons will be discriminated against on the ground of race, color, sex, and national origin in consideration for an award. The project does not have an established DBE goal. The work in connection with this project falls under the Pennsylvania Prevailing Wage Act. Bidders are advised that prevailing minimum wage rates must be paid to workmen employed on this project and are incorporated in the Contract Documents. The County of Northumberland reserves the right to accept or reject any or all bids and to waive technical mistakes in the Submission of the Bid Forms. Failure to include a properly completed Proposal, Northumberland County Non-collusion Bidding Affidavit, Bidder Certification of Prequalification, Schedule of Prices, Component Items Schedule, or failure to include cash, a certified check or a cashier's check in the amount of 10% or bid bond in the amount of 10% will result in the rejection of a bid or bids. The County reserves the right to eliminate any or all work. Each bidder is encouraged to visit the site of the proposed work and acquaint themselves with existing conditions PROJECT DESCRIPTION: This work is for the rehabilitation of an existing vehicular bridge carrying Snyder Road over Chillisquaque Creek in East Chillisquaque Township, Northumberland County, PA. The project will include very minor earth disturbances related to excavation to install headache bars at each approach. The area of disturbance will be approximately 2,200 SF. Per PA Code 102.4, this project will not need a written E&S plan since the area of disturbance is less than 5,000 SF and Chillisquaque Creek is not classified as a High Quality or an Exceptional Value water. This narrative will provide a description of the E&S BMP's required to minimize the potential for accelerated erosion and sedimentation. RECOMMENDED E&S BMP's: o 12" Diameter Compost Filter Sock - Required at the boundaries of the project. place on level grade to protect Muddy Run from sediment runoff. o Erosion Control Blankets - Required on all areas of earth disturbance that are not within the limits of the proposed roadway. Blankets to be placed immediately after final grading to stabilize the disturbed areas. AVOIDANACE MEASURES o All work must occur between November 16 and March 31 to avoid impacting the Northern Longeared Bat, Indiana Bat, and the Tricolored Bat that may be present within the project site affecting the work.
