Questions received less than seven days prior to the date for opening of Bids may not be answered. The Project has an expected duration of 150 consecutive calendar days. Prospective Bidders are urged to register with the designated website as a plan holder,even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. IN ORDER TO BE ACCURATELY REGISTERED AS AN ELIGIBLE PLAN HOLDER, contract documents must be obtained from Online or OWN, Inc., and must accurately register as a plan holder. Bid documents submitted that were obtained through a 3rd party will be considered non-responsive. The project will be awarded to the lowest, responsive, responsible bidder. The Owner reserves the right to waive any informalities or minor defects or to reject any or all bids and to re-advertise and to rebid. Each Bidder must deposit with his/her bid, security in the amount of five percent (5%) of his/her base bid which is subject to conditions provided in the EJCDC C200 Instructions to Bidders. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and State Prevailing wage rates to be paid under the contract. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof.
