Site work for a civil project in Seattle, Washington. Completed plans call for site work for a water / sewer project.

Kiewit Infrastructure West Co (Kiewit) has been selected as the General Contractor/Construction Manager (GC/CM) for the Elliott West Wet Weather Treatment Station (EWWTS) project performed for King County Wastewater Treatment Division. The EWWTS project includes the procurement and installment of an ACTIFLO Ballasted Sedimentation System for suspended solids removal at the Elliott West Wet Weather Treatment Plant, among a number of other improvements. The preconstruction of the overall project commences in July 2024 and is planned to end in Q4 of 2027. The overall project also includes: Upgrades to the screening facility, installation of new pumps, added Ultraviolet Disinfection equipment, miscellaneous electrical upgrades, and modifications to the operation of the Mercer Street tunnel. The GC/CM intends to select the Vendor/Subcontractor to assist in preconstruction services for the new, complete ACTIFLO Ballasted Sedimentation System utilizing the alternative selection process in accordance with the provisions in RCW 39.10.385. The reason for utilizing this alternative selection include, but are not limited to, the following: Preconstruction involvement allows KIWC the ability to mitigate risk from supply chain issues and specialized components that must be identified to complete design Improvement of cost and schedule certainty by allowing the design to proceed without multiple iterations for different design components Procurement of materials are based on best fit and function rather than solely basing the selection on the lowest priced responsive bid received Selected vendor to provide valuable input throughout the design phases of the Project. Vendor will be able to work with design team and communicate important information through each iteration of the overall design. Protests related to the selection decision, or the use of the alternative selection process must be submitted to King County, Attn: Rowena.Johnson@kingcounty.gov and Kiewit, Attn: Eric.Johanson@kiewit.com. Protests regarding the selection decision must be submitted within four (4) business days of the final determination of selected proposer. Protests regarding the decision to use the alternative selection process must be in writing and submitted within seven (7) calendar days of the final determination. Protest letters should include at a minimum; name and contact information for protestor and the basis of the protest.
