Vanessa Keck Contract Specialist MCBS-Contracts@co.marion.or.us Marion County Business Services Department (County) is issuing this Request for Proposals for a Center Street Campus Parking Lot Refurbishment for use by County to provide adequate parking for expanded County operations. Included in the project is addressal of problems with the existing storm drain system and resurfacing of worn out areas. Additional details on the Scope of the goods or services or both are included in the Scope of Work section. County anticipates the award of one Contract from this RFP. The initial term of the Contract is anticipated to be 3 years with options to renew an additional 2 years for a maximum term of 5 years. Located in the heart ofthe Mid-Willamette Valley, Marion County has a population of 347,119, stretches from the Willamette River to the Cascade Mountains and encompasses nearly 1,200 square miles. Marion County has 20 cities, including Oregon's capital,Salem. The Marion County government organization is headed by an elected Board of Commissioners and has 15 departments, seven departments of which are headed by elected officials. Answers to Questions / Requests for Clarification Issued (approx.) September 12, 2025 Issuance of Notice of Intent to Award (approx.) October 20, 2025 The scope of this RFP is to provide design services for the repair, replacement and expansion of the parking areas and storm drain system. The scope includes but is not limited to the following: 2.4.1 Evaluate Existing Conditions Review existing paving and storm drains to determine where repairs and replacement are needed. Include any necessary surveying and scoping. 2.4.2 Schematic Design Create schematic design options for the remediation work and for providing additional parking. This will include assisting the Owner in evaluating parking needs. At the end of this phase, provide an opinion of probable cost. 2.4.3 Design Development and Construction Documents Develop theSchematic Design further, ultimately resulting in contract Construction Documents for permits and bidding. Include qualified personnel to address all disciplines required for the needs ofthe design, including possible site lighting and EV charging stations. Provide an updated option of probable cost near completion of Construction Documents. 2.4.4 Bidding Assistance and Construction Administration Provide assistance during the bidding process, including addressing questions from the bidders. Construction Administration will include reviewing submittals, reviewing the work as it progresses, and addressing any unforeseen issues that might arise. 2.4.5 Final determination of the Statement of Work will be reviewed and agreed upon prior to finalizing the contract for services.
