Site work for a water / sewer project in Rupert, West Virginia. Completed plans call for site work for a water / sewer project.

The Town of Rupert is requesting Bids for the construction of the following Project: Town of Rupert Stormwater Improvements Project This project will be partially funded by the U.S. Housing and Urban Development's (HUD) Community Development Block Grant - Mitigation (CDBG-MIT) through the WV Department of Economic Development's WV Community Advancement and Development (WV CAD) office. The Project (Contract No. 1) includes the following Work: Contract No. 1 - Furnishing all materials, labor, and necessary items for the construction and installation of approximately 145 LF of 36" HDPE storm pipe; 280 LF of 30" HDPE storm pipe; 900 LF of 24" HDPE storm pipe; 65 LF of 18" HDPE storm pipe; 20 LF of 15" HDPE storm pipe; 580 LF of 12" HDPE storm pipe; 22 catch basins; 60 LF of 48" steel casing pipe, bore and jack; 155 LF of 36" steel casing pipe, bore and jack; 1,600 LF of grass-lined ditch; 400 LF of riprap-lined ditch; and all other items and appurtenances as outlined in the Plans and Specifications. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. Contract Times for Contract: 120 calendar days to substantial completion and 150 calendar days to complete work ready for final payment. Contractor shall pay Owner $1,000 for each day that expires after the time (as duly adjusted pursuant to the Contract) for Substantial Completion until the Work is substantially complete. Bids shall be submitted on the furnished Bid forms. Bids shall be on a unit price basis as indicated on the Bid Form. The bids shall be submitted using the two (2) envelope system. Envelope #1 will contain the required bid documents. Envelope #2 will contain only the bid form and bid schedule. The Owner reserves the right to reject any or all bids. The Town of Rupert has tax exemption for all materials. The Owner reserves the right to reject any and all bids. Bidders are required to follow the procurement requirements listed in 2 CFR 200. Bidders on this work will be required to comply with the President's Executive Order No. 11246, HUD Section 109 entitled "Equal Employment Opportunity" as amended by Executive Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex or national origin. The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170l u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing. The parties of this contract agree to comply with HUD's regulations in 24 CFR Part 135, which implement Section 3. Bidders' attention is directed to the Section 3 "Clause" set forth in the contract documents. Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprises participation as described in the Federal Specifications insert to the Contract Documents. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Copeland Anti-Kickback Act, the Contract Work Hours and Safety Act and the Drug-Free Workplace Provisions pursuant to West Virginia Code 21-1D-5. Contractors are required to comply with all laws pertaining to the federal wage rates issued in accordance with the Davis Bacon Act. All bids must be accompanied by a Bid Guarantee Bond payable to the Owner for five percent (5%) of the total amount of the Bid or a Certified Check, Cashier's Check, or Letter of Credit in the amount of not less than five percent (5%) of the Bid. No Bidder may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids. All bidders are required to have a West Virginia contractor's license per Section 21-11-11 of the West Virginia Code. A Contractor's License Number is to be included on the bid submission. Question Deadline 09/25/2025 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. All questions shall be submitted via email to: Kenneth W.
