Site work and paving for a mixed-use development in Westminster, South Carolina. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Phase 1- Work includes but not limited to the streetscape improvements along E Main St and Retreat St. Improvements will consist of new parking area, sidewalks, crosswalks, landscaping, and all associated activities detailed in contraction plans. Phase 2- Railroad underpass will be converted to a pedestrian passthrough. Plaza to be constructed. Project will include site demolition and plaza construction, storm drain, lighting, and landscaping. The plaza will serve as a meeting space, and community events will be planned that benefit both Westminster and Oconee County residents while also drawing in visitors. There is currently no other outdoor facility like this in the city. Ther Grey Street Plaza will be marketed for a variety of uses such as community events, a viewing area for special events, a gathering place for residents and an extension of city festivals. Transforming this underutilized space in the center of the City's commercial district to good use will be a valuable investment by supporting business owners in attracting more customers, increasing property values, and significantly improving the overall aesthetic and layout of Westminster's historic downtown.
