All questions or comments shall be directed to the Owner Representative as follows: Melissa Gorman: Melissa.gorman@abilenetx.gov Question Deadline 09/25/2025 at 12:00 PM CT Project Scope The Owner will use a CMAR process for the construction of additional terminal space (2933 Airport Blvd, Abilene, TX 79602). The Owner has contracted with Parkhill, Smith & Cooper, Inc. ("Parkhill") as its Design Professional for the project. The selected CMAR will work with the City and Parkhill through the Preconstruction and Construction Phases. Further requirements regarding scope, design standards and performance are described in more detail in Attachment E (Project Requirements) PRECONSTRUCTION PHASE SERVICES The Preconstruction Phase Services will include: 1. Provide all Key Personnel and all other associated personnel necessary to fully meet the CMAR obligations for the Preconstruction Phase Services; 2. Consult with, advise and provide recommendations to the Owner and the Design Professional on all aspects of the planning, design, and proposed construction and drawings and specifications; 3. Provide constructability review and consult on constructability issues in the development of the 25%, 50%, 75% and 95% final design review plans and specifications, including recommendations on equipment and/or packaging to advance construction, material availability and independent quantity calculations to verify quantities provided by the Design Professional; 4. Provide list of additional details needed on 50% design review plans that would be needed to complete the project in the allotted time or to accelerate aspects of the work; 5. Project manager, estimator, scheduler and superintendent along with any other necessary personnel shall attend review workshops at the 25%, 50%, 75% and 95% final design review milestones, assume each workshop is one complete eight (8) hour day; 6. Provide ongoing value engineering review, including written reports and recommendations on the 25%, 50%, 75% and 95% final design review, as applicable; 7. Identify, evaluate and propose cost-effective alternatives; 8. Develop independent detailed construction cost estimates for the Project and Critical Path Method schedules at the 25%, 50%, 75% and 95% final design review milestones; 9. Provide monthly project planning and scheduling report (using critical path method) to minimize the construction impact and prepare cash flow analyses for both the design and construction phases; 10. Make recommendations to the Owner regarding the division of the Work to facilitate bids and proposals for the major elements of the Work; 11. Advise the Owner of ways to gain efficiency in Project delivery; 12. Provide complete, detailed, written GMP proposals including line-item cost breakdowns with conditions, assumptions, and CMAR contingency. and at the 95% level of design completion (unless agreed by the parties to provide GMP earlier); 13. Prepare and submit a construction site safety plan as welas a Safety Plan Compliance Document (SPCD); 14. Develop, implement and maintain a quality management plan 15. Provide an environmental management plan detailing programs for a stormwater pollution prevention plan and handling other environmental issues applicable to the Project; 16. Schedule all Project construction related activities; 17. Identify Work which the Proposer would like to self-perform. Identify and recommend which work, if any, should be procured through value based competitive selections, in lieu of low bid; 18. Participate in monthly design progress meetings 19. Participate in one Project kick off meeting for Preconstruction Phase Services; 20. Participate in up to 10 additional meetings or workshops with the Design Professional, Owner or others as needed. 21. Comply with Federal Contract Provisions for Obligated Sponsors and Airport Improvement Program Projects.nclude the Terminal Tenants, FAA, ADO and City of Abilene in Intermediate reviews. 23. Review and recommend phasing and methods to maintain services to passengers and tenants throughout the project, including the use of temporary/modular facilities. 24. Comply with the US Department of Transportation, FAA Order 5100.38D or most current. (Paragraph 3- 43 ) 25. Coordination with the City of Abilene to ensure compliance with all regulatory requirements, such as 2 CFR 200.320. 26. Coordination with Owner to Obtain ADO Concurrence Prior to Award per 49 USC 47142.
