Renovation of a mixed-use development in Baltimore, Maryland. Completed plans call for the renovation of a conference / convention center; and parking garage.
The City of Baltimore Development Corporation (BDC), on behalf of the Mayor and City Council of Baltimore (the "City"), is seeking proposals for the purchase and revitalization of City-owned property . The property is a 0.89-acre lot, zoned C-5DC, and improved by an eight-story parking structure. The site at 320 Light Street is situated with Baltimore Convention Center to the West, the Hyatt Regency Baltimore Inner Harbor to the north, Federal Hill to the south, and the Inner Harbor waterfront to the east. The intent of the RFP is to seek proposals that invest in capital improvements to the maintain the existing parking structure, advance the Inner Harbor renewal plan, and enhance the waterfront district's appeal, generating economic development opportunities, tax revenue, and year-round activity for the City. Maintaining the character of the waterfront district and providing economic development opportunities are the overarching goals of this RFP. BDC reserves the right to evaluate and refuse any or all proposals which, in its judgment, do not provide the highest and best use of the property, and/or do not serve the best long-term interests of the City. Consideration will be given to adjoining and shared property owners. The selected user agrees that it will not solicit press coverage or answer unsolicited questions from print, radio, television, social media or electronic media until it has secured an Exclusive Negotiating Privilege with the BDC. Awarded users making substantial property improvements will be required to comply with Employ Baltimore Executive Order and the City of Baltimore's Minority and Women's Business Enterprise Program Ordinance.
